Research Of Urban Culture Governance In The Public Management Perspective

Emergence of the city is an important symbol of the maturity of human civilization, the city is a center of district in politics, economy and culture center. The development of city plays a vital role in the development of the entire region. Since the 21 st century, with the continuous increase of the urbanization level of countries and regions, competition between countries is gradually interpreted as competition between cities, the importance of the city also will be further reflected. In recent years, with the rapid process of China’s urbanization, the appearance of the city has change with each passing day, urban infrastructure construction in quantity and quality had been raised to a great extent, and the public’s living standards still provides a significant improvement. However we must realize that there was still many problems existing in China’s urban development, such as urban population expansion, environmental degradation, traffic jam, difficult to find jobs, social moral landslide, the lack of urban culture and so on. In various urban development problems, the most serious problem is the city lacks culture connotions and culture identity, thousands of the city shows the same. Urban culture is the soul of a city, the lack of culture is bound to severely restrict the development of the city.We emphasis on economic development and contempt cultural development in the urban construction. Even in the urban culture governance, local governments also use more traditional administrative that means to "management" urban culture rather than the true sense of urban culture "governance", which obviously can not meet the requirements of the development stage of urban culture. The new urban culture concept of governance and new governance measure is an inevitable trend of the development of city construction.Paper from the perspective of public management, studies the governance of urban culture, tries to analyze that the problem of urban culture governance processes and the reason that exist in our country, draws on the successful experience of urban culture governance at home and abroad, based on this, the countermeasures are brought forward in order to effectively promote the urban culture governance. Paper isdivided into five chapters: The first chapter is elaborating the theory of urban culture governance, which include the meaning and classification of urban culture, culture governance theory and urban culture governance theory. This chapter laid a solid theoretical foundation for paper. The classification of urban culture in the meaning and classification of urban culture section is the innovative points in this paper but also is the starting point and ending point of the paper. The second chapter mainly discussed the present situation of urban culture and governance problems. The problem of urban culture governance is the main content of this chapter. Paper summarizes the five common problems of urban culture governance and the personality problem of various types of urban culture governance from different categories of urban culture. The third chapter analyzes the reason of the problem of urban culture governance. The fourth chapter analyzes five different categories of urban culture governance case and has an overview of the enlightenment. The fifth chapter expounds the countermeasures of urban cultural governance. Paper proposed strategy about improving the system of urban culture governance and innovating system and mechanism of urban culture governance to prepare for the common problem of urban culture governance; for the personality problem, paper also proposed corresponding countermeasures.
