The Governance of China II is a collection of speeches and writings by Xi Jinping that offers a unique look inside the Communist Party of China and Xi's vision for the future, and has received wide attention worldwide since its publication. The translation strategies guiding the translation of the expressions with Chinese characteristics in its English and Spanish versions bear great differences.Skopos Theory was established by German linguist Hans Vermeer in the 1970s and is a key part of the Functionalist Skopos Theory. This theory is based on three rules, which are skopos, coherence and fidelity. In light of this theory, the translation process is determined by the translation purpose and translators can flexibly choose translation strategies to realize cross-culture communication. This paper focuses on several dimensions in the comparison of the two versions:abbreviated words, idiomatic sentences, figurative sentences and sentences that employ allusions.By comparing expression units at these levels in the two versions under the framework of Skopos Theory, the author hopes to summarize their respective strengths and weaknesses in translation strategy and offer some advice on the translation of political texts in future practices.
