| As a special group in society,people with disabilities are often marginalized in public services due to their special physical attributes that lead to inconvenience in social behavior and participation.The fact that the basic rights and interests of the disabled group are guaranteed is an important sign of the degree of civilization and development of a society,and guaranteeing the disabled to enjoy equal rights and interests in public cultural services is not only an important guarantee to improve the living standards of the disabled,but also a strategic need to achieve the goal of building a socialist cultural power.However,in actual life,policy implementation often focuses on the satisfaction of the material needs of people with disabilities and neglects higher level of spiritual demand.The overall cultural living conditions of this special group in China are not ideal.Therefore,in this paper we focus our research on District S of Shanghai City and examine the the implementation of public cultural service policies for people with disabilities.This paper compares the history of the development of public cultural service policy,clarifies the different emphasis at the national level and Shanghai city level,collect information and data on policy implementation,and adopts the Horn-Meter model to further study the public cultural service policies for people with disabilities in S district.Through field research,it was found that the public cultural service policy for people with disabilities in S District has brought about certain effects,which are reflected in the significantly increased diversity of public cultural activities for people with disabilities;the increasingly refined and efficient supply of public cultural services for people with disabilities;and the significantly deepened socialization of people with disabilities groups.However,in the process of policy implementation,there are still problems in various aspects,specifically,the policy implementation effect does not meet expectations;there are problems of misplaced and missing policy implementation supply;there are selective and perfunctory implementation behaviors in policy implementation;overlapping functions and unclear division of authority and responsibility under the joint participation of multiple agencies;policy implementation faces environmental constraints;and the job satisfaction and professional fulfillment of policy implementers are low.This paper analyzes the causes of the above problems from six aspects,which are: firstly,there is a deviation in the cognition of policy issues,the policy objectives are not set well enough,while some policy details are not specific enough,and the differences between regions are not taken into account when formulating;secondly,there is an unreasonable allocation of policy resources,limited implementation funding resources,shortage of human resources and high mobility;thirdly,there is a single way of policy implementation,the form of publicity is not rich enough,lack of specific policy guidance and too much reliance on administrative instructions;fourth,the one-way administrative communication between the different governmental tiers causes inadequate policy implementation,and the implementation agency’s supervision and assessment mechanism for specific implementation is not sound;fifth,in terms of policy system environment,economic environment factors and social environment factors still hinder policy implementation;sixth,in terms of implementer intention,policy implementers’ value orientation deviates,while grassroots implementers also have identity and In addition,there are problems of identity and power overload.Based on the new public service theory and the Horn-Meter model,this paper proposes corresponding optimized countermeasures: first,to improve the setting of policy goals and standards;second,to jointly broaden policy implementation resources through multiple channels;third,to promote the transformation and concrete implementation of policy implementation;fourth,to focus on the improvement of policy implementation power of the executive agencies;fifth,to build a good policy system environment;and sixth,to guide implementers to establish the correct value orientation. |
