Research On The Construction Of Grassroots Public Cultural Service System

With the deepening of the concept of service-oriented government,the Chinese government has carried out a great deal of work in promoting the construction of a public cultural service system,and has also achieved remarkable results.However,in this process,there are still distinct regional differences in the construction of grassroots public cultural service systems,as well as common issues and problems.This article takes Jiangcheng District of Taizhou City,the third batch of demonstration areas of public cultural service system in Jiangsu Province,as the research object.Based on the relevant concept and policy background,the public product theory,new public service theory,and multiple governance theories are used.Through questionnaires,field interviews,and literature research,this paper expounds the practices and processes in the construction of public cultural service system in Jiangyan District.The public perception performance evaluation is then used to analyze and evaluate the effectiveness of public cultural service system construction in Jiangyan District.And based on the analysis of the problems,put forward the corresponding countermeasures and suggestions.During the questionnaire survey,reference was made to the index system set up by governments at all levels to construct indicators that met the actual conditions in the area,and rigorous pre-tests and revisions were made.303 valid samples were sampled using stratified random sampling using SPSS 20.0 software.Reliability,validity testing,and descriptive analysis of the data.After research and analysis,this paper believes that the construction of the public cultural service system in Jiangyan District,Taizhou City has achieved good results.In the implementation of the policy system,the protection of capital investment,and the construction of the basic network,the feedback has been well evaluated,but in the talent team construction,public culture There are still deficiencies in the innovative exploration of service product supply models.Finally,it proposes countermeasures and suggestions to resolve the shortage of talents in the public cultural talents,explore ways to provide innovative public cultural service products,and so on.
