Cultural creativity industry is a typical knowledge intensive,intelligent dominated strategic industry,which has been developing rapidly in recent years.It has the characteristics of green,high knowledge,high added value,high growth potential and strong convergence.The government has set up a clear target that the cultural industry should be a pillar industry of the national economy,which has been further clarified in China's 13 th Five-Year planning.But financial institutions are not professional enough to recognize the industry characteristics of culture industry,and the cultural industry which has characteristic of small asset does not match the products and strategies of traditional commercial banks.As a result,the cultural industry investment and financing system of China is not such reasonable structure.The financial institutions including supportable to cultural industry is limited.In this case,the culture industry specializing banks came into being,which enhance the cultural industry financial service ability through different mechanisms,systems,personnel,products.However,there are inevitably some problems in the pilot process of culture industry specializing banks,such as lack of perfect top-level design,incomplete business continuity,insufficient professional talent team building and credit product system innovation.Starting from the purpose and significance of establishing culture industry specializing banks,this paper analyzes and explores the specific practices and progress of the current culture industry specializing banks pilot.Taking the Agricultural Bank of China Ningbo branch of Cultural creativity as a sample,based on a comparative analysis on the operation mode of different banks and the related literature at home and abroad,this paper researches on the problems of the organization structure,differentiation mechanism construction,human resources allocation,product innovation and other aspects in the pilot process of culture industry specializing banks.The results of the study showed that the most effective mode is culture industry department plus culture industry specializing sub-branch,with improving mechanism,system,personnel,independent and verious products.Referring to the other financial institutions' experience and theory guidance,this paper Aims to offer suggestions to imporve the Operation Mode in Cultural Industry Specializing Ban ks from four aspects,including organization structure,system construction,human resources allocation,product innovation and risk control.
