Study On The Supply Of Rural Public Cultural Service In Helinger County

At present,the State promotes the construction of public cultural service system,and has promulgated a number of policies and regulations to promote the implementation of the people's livelihood project.In Xi Jinping's report at 19 th CPC National Congress,Cultural construction has been brought to an unprecedented height and many new requirements for public cultural service has also been made.As an important part of cultural construction,public cultural service is not only matters for the realization of the good life of ordinary people,but also for the construction of cultural power and the process of socialist modernization in our country.Compare to the urban public cultural service,the rural public cultural service is falling behind in the construction of cultural positions,cultural activities and the talent team construction.These factors restrict the steady progress in the construction of public cultural service system and can not meet the farmers' cultural needs.Helinger County has a large rural population,study on it's rural public cultural service has great significance in improving the capacity of government public service,enhancing the satisfaction of local rural people for public cultural service and also the construction of new countryside.Since the construction of the national public cultural service system demonstration zone in 2015 in Hohhot,Helinger country has achieved some effects in the supply of rural public cultural service,which are,initially form the management mechanism of rural public cultural service,establish the public cultural facilities covering the rural areas,enhance the supply of public cultural service,provide the public cultural product and service with characteristics of ethnic minority area.However,there are still some problems in Helinger country's public cultural service,such as the single supply subject,the same supply content,the role of cultural station has not fully played,the slow progress of digital service,the supply and utilization rate is not high,extreme lack of cultural talents.The main reasons of the problems are lack of internal drive to improve the supply of rural public cultural service,lack of expression for the farmers' cultural needs,the capital source is single and the evaluation mechanism is not sound etc.Under the guidance of public goods supply theory,public governance theory,service-oriented government theory and government purchase of public service theory together with analysis the experience in the supply of rural public culture service in Zhejiang province,This paper proposed several countermeasures to improve the supply of rural public cultural service in Helinger county,which are,improving the public service concept of the government,exploring and establishing farmers' demand expression and feedback mechanism,changing the functions of the government to diversify the supply subjects,innovating service mode and vigorously promoting the construction of public digital culture,increasing investment in multiple channels,establishing effective supervision and evaluation mechanism,strengthening the construction of a full-time and part-time talent team.
