| China’s "13th Five-Year" cultural industry plan put forward the plan to develop the cultural industry into the pillar industry of our national economy,but the influence and competitiveness of the cultural industry is still far from enough.With the transformation of the cultural industry structure,the development mode of the culture industry is constantly moving towards the service industry.The development of the cultural industry has gradually begun to appear the plagued by the lag of growth,which brings more difficulties for the realization of the development target of the cultural industry,and may lead to the "cost disease" phenomenon in the cultural industry.Because of the short development time of China’s cultural industry,there are few studies on the "cost disease" of the cultural industry in the academic circles.Through the study of the "cost disease" in the cultural industry and the research on the production and influence of the industrial growth,it can enrich the relevant research experience of the cultural industry.Therefore,this paper will measure the "cost disease" of the cultural industry,analyze the causes of the "cost disease" of the cultural industry,and study the impact of the culture industry,which has some theoretical significance.On the basis of the study,a systematic summary of the "cost disease" phenomenon in the cultural industry has been made to help alleviate and solve the problem of lack of growth,thus providing relevant policies and suggestions for the development of cultural industry,which will help our cultural industry to achieve a better and faster development.Therefore,it has a certain realistic meaning.Righteousness.This article is based on the development of Chinese cultural industry.Through the relevant data of China’s cultural industry from 2004 to 2016,combined with relevant research experience,the problem of "cost disease" in China’s cultural industry is studied by combining theoretical analysis and empirical calculation.The main contents of the study are four parts.First,the study of the current situation of China’s cultural industry.This paper analyzes the present situation of the labor production cost and labor productivity in the cultural industry,analyzes the current development of China’s cultural industry by comparing the cultural industry with other industries and the comparison between Chinese and foreign cultural industries,and analyzes the reasons for the lag of the growth of the labor force in the cultural industry.Second,measure the cost disease of the cultural industry.Through the establishment of the deviation share decomposition model,the labor productivity growth rate of cultural industry is decomposed,and the influence of the change of labor share and labor productivity on the overall labor productivity growth rate in the cultural industry is studied.Whether the promotion of labor share in the cultural industry service sector will lead to the "cost disease".The disease appeared.Third,the impact of cultural industry "cost disease" on output growth.The influence of the lag degree of cultural service sector on the employment share is studied by the unbalanced growth model.On this basis,the demand price elasticity and demand income elasticity of cultural service products are obtained,and the influence of the continuous promotion of the employment share of the cultural service sector on the growth of cultural industry and the consumption of cultural products is analyzed.Fourth,according to the research conclusion,we put forward corresponding countermeasures on how to slow down and solve the "cost disease" of the cultural industry.The following conclusions are obtained through the study of this paper.Through the analysis of the development status,we found that first,the development of our cultural industry has entered the transitional stage.With the promotion of the labor share of the service sector,the influence of "cost disease" on the cultural industry is gradually deepening.Second,the labor production rate of our cultural industry service department is low,among which the shortage of talents is the cultural production.The industry lacks the core reason for the momentum of sustained growth.Through the detection of labor productivity growth in the cultural industry,it is found that the uneven distribution of labor force in the cultural industry leads to the emergence of "cost disease" in the cultural industry.The external reason is that the general quality of the industrial labor force is low and the rate of labor productivity growth decreases;the internal reason is the change of employment share.The growth rate of labor productivity in the cultural services sector is relatively low,while the share of employment is growing faster.By testing the influence of "cost disease" on the development of cultural industry,it is found that the demand elasticity of cultural service sector is small,the growth of labor productivity tends to stagnate,as the proportion of cultural services in the cultural industry is increasing gradually,the overall labor productivity growth will stagnate and the labor cost is rising.Through this study,we can provide some help for the cultural industry’s labor force allocation and the development direction of cultural enterprises.The main innovations of this paper are as follows: first,the innovation of research methods.In the past,the research on the production efficiency of cultural industry focused on the analysis of the external factors affecting the labor productivity of the cultural industry,and the lack of the research on the internal effects caused by the change of industrial structure.Through the internal structure decomposition,this paper studies the impact of labor allocation on the development of cultural industries,which is innovative.Second,the innovation of view.The "cost disease" hypothesis is Baumol’s classic hypothesis for the development of cultural and artistic industry,but the domestic research on the "cost disease" phenomenon of cultural industry is relatively rare.In the past,the problem of the lag in the production of cultural industry is explained by the technical level.This paper divides the cultural industry into cultural service industry and culture manufacturing industry,and studies the influence of the labor force allocation on cultural industry from the perspective of the cultural industry,which has a certain innovation type.The inadequacy of this paper is that,due to the lack of existing data,such as provincial data is not detailed,so the impact of labor agglomeration can not be studied,the depth is shallow,we hope that more in-depth research can be achieved through the updating of methods and
