Modern Chinese customs went through several stages since founded by the British man Horatia.Nelson Lay.The administrative system,directly run by I.G.,was formed.However,after the first liberation of Yantai in 1945,the system failed to function for all sorts of reasons.The government of liberated area thus faced the complicated task of receiving and reforming the customs.Fortunately,with rich 'tariff' experience during Central Soviet period,the government of Shandong liberated area managed to transform the system,business and personnel of Chefoo customs systematically,based on the old customs in the Republic of China.These transformations showed a distinctive feature of the time:during the Liberated Area period,the business of Chefoo Customs was mainly carried out around the theme " War becomes first".From a high tax rate for a certain period of time to a requirement for political reliability of customs staff;from transferring authorities to lower levels to Mass-line anti-smuggling activities.All these moves were to prepare for the war,in which traces of Central Soviet period could be seen.Therefore,the Chefoo Customs was then at a stage of the transition from the customs of the Republic of China to the customs of new China.On the one hand,it inherited the management model,business process,organization and some of the old staff;on the other hand,the Chefoo Customs was also transformed with 'tariff' experience of the Central Soviet period.Although Chefoo Customs in liberated area,under the impact of war,were unable to provide substantial revenue for the regime,many of its systems have since been in use.Meanwhile,it also provided a large number of experts,who supported to establish customs of new China afterwards.
