Research On The Current Situation Of Health Resources And The Construction Of Health Service System In Hebei Province

Health resources are the basis and basic conditions for the provision and development of health service activities,and the health service system is an important support for the development of health care.Objective analysis and grasp the current situation of health resources are helpful to improve and perfect the health service system.Promoting the construction of a health service system in an all-round way is not only an important foundation and support for ensuring the health of the people and achieving the goal of "Healthy China 2020" in an all-round and full life cycle,but also a key link and support for the sustainable development of health care and the great rejuvenation of the Chinese nation important safeguard.Objective: By collecting and analyzing data on health resources in Hebei Province from 2015 to 2018.Through conducting research,objectively evaluate the current situation of health resources and the utilization of medical and health services,and on the basis of careful analysis of the problems and situations faced in the construction of health resources and health service systems,we propose to optimize the allocation of health resources suggestion and Countermeasures to promote the construction of health service system.Methods: Literature research,statistical analysis,quantitative analysis,qualitative analysis and other methods are mainly used.Through the comprehensive application of these methods,the overall framework of the research can be constructed,the collected data can be counted and analyzed,the phenomenon and nature of the research object can be deeply understood,the research content can be enriched,and the purpose of the research can be achieved.Results: The research shows that the total health resources of Hebei province are increasing from 2015 to 2018,but the total amount is still relatively insufficient,and some factors are lower than the national average level.Among them,the overall trend of medical and health institutions is growing,and the social medical institutions are developing rapidly,increasing by 80.78% compared with 2015.Due to the integration of professional public health institutions,the number of professional public health institutions is down by 45.55% compared with 2015,but the number of tertiary hospitals is still small.The number of beds in medical and health institutions has shown an overall trend of growth,increasing by 23.33% compared with 2015,and the number of beds per 1,000 permanent residents has increased by 21.04%.Although the total number of beds in rural areas is more than that in urban areas,the number of beds per 1,000 permanent residents in rural areas is 4.51,which is still far lower than that in urban areas.Compared with 2015,the number of medical service personnel increased steadily,but the number of registered nurses,public health personnel and general practitioners per 1,000 permanent residents were all lower than the national average.The number of medical consultations increased steadily,by 2.28 percent compared with 2015.The utilization rate of hospital beds and the average length of stay of patients in medical and health institutions decreased gradually compared with 2015,but the utilization rate of hospital beds remained high,reaching 89.90% in 2018.In 2018,the per capita health expenditure accounted for 7.58% of GDP,higher than the national average,but the per capita health expenditure was 3,521.7 yuan,still lower than the national average.To sum up,the distribution of health resources is not balanced,the lack of quality health resources,the construction of health service system is relatively backward.Countermeasures and Suggestions: Innovate mechanisms and systems to optimize the allocation of medical and health resources;Clear institutional positioning to enhance the capacity of health services;Relying on coordinated development,to build the location advantage of health;Change the concept of development,innovate the concept of service system construction,strengthen the top-level design,promote the construction of health service system;We will strengthen the functions and responsibilities of departments,and strictly plan,implement,supervise and administer them.
