Medical service is closely related to the physical and mental health of the people.Improving medical service is the basis of improving the overall medical level of the country.However,from a global perspective,with the aging of the population and the continuous changes in the medical service policies of various countries,many governments are faced with problems such as the shortage or uneven distribution of medical service resources to varying degrees,and the shortage of government medical budget funds,and it is difficult to effectively solve these problems only by relying on the strength of the government and other public sectors.Therefore,more and more countries try to introduce the PPP model in the field of medical services.Through the cooperation between the government and social capital,the two sides can play their respective advantages,so as to effectively increase the supply of medical services and improve the quality and efficiency of medical services.Canada is facing the main problem of rising cost of medical services due to the implementation of comprehensive public medical service system.The rising cost of medical services has led to a substantial increase in the national government's medical expenditure,as well as the shortage of funds in the government's medical budget.At the same time,there are still many problems in Canada,such as long waiting time,serious shortage of medical staff and increasing demand for medical services caused by the aging population.In this context,Canada has carried out the reform of medical services.In the 1990 s,PPP model was applied to the practice of medical services.The private sector of society designed,built(or transformed),operated and maintained hospitals to provide non core medical services.The public sector,represented by the government,purchases services by paying fees to the private sector.The role of the government has changed from the original medical service provider to the purchaser and supervisor of medical services.The application of PPP model in the field of medical services in Canada has effectively alleviated aseries of problems faced by the country,such as the rising cost of medical services,and further improved the quality and level of the country's overall medical services.Therefore,this paper hopes to provide ideas for the reform of medical services in China by studying the PPP model of medical services in Canada.At the beginning of the new medical reform,China introduced relevant policies to encourage social capital to participate in the provision of medical services.In the opinion on supporting social forces to provide multi-level and diversified medical services issued in 2017,it was clearly proposed that social forces should be supported to enter the hospital and help the hospital to provide multi-level medical services.According to the statistics of PPP project database of the Ministry of finance of China,as of the first half of 2019,the management database projects had a net increase of 382 and an investment of 471.4 billion yuan compared with the previous year.Since 2014,the total number of management database projects has reached 9036 and the investment of projects is about 13.6 trillion yuan,which shows that the development of PPP projects in China is on the increase.In addition,the data shows that the industry concentration of PPP projects in China is relatively high.Among them,municipal engineering,transportation and ecological environmental protection construction are the top three projects in the total number,respectively 3598,1278 and 880,accounting for 63.6% of the total number of projects,while the total number of Medical Service Warehousing projects is 260,only accounting for 2.9% of the total number of projects.It can be seen that the practice of PPP model in the field of medical services in China is still at a low level of development.Therefore,it is necessary to study and analyze the PPP model of medical service in Canada and look back on the PPP model of medical service in China,so as to put forward the corresponding reference and Enlightenment on this basis.This paper mainly uses the research methods of literature analysis and case analysis.First of all,this paper summarizes the definition,classification,development process of PPP model and its application in the field of medical services.Secondly,the background of Canada's medical service PPP model is described,and the current situation of Canada's medical service PPP model is studied from the perspective of its specific operation mode,stakeholders and model characteristics.Thirdly,through the analysis of the evaluation mechanism,risk control mechanism,return mechanism and regulatory mechanism of Canadian medical service PPP model,and with the help of the corresponding case study,the operation mechanism of PPP model is further explored.On this basis,it summarizes the advantages and limitations of Canadian medical service PPP model,and provides reference and Enlightenment for the development of China's medical service PPP model.The specific research framework of this paper is as follows: the first chapter describes the research background and significance of this paper,summarizes the current domestic and foreign research status of PPP mode of medical services in Canada,through combing and summarizing the existing literature,describes the relevant concepts of PPP mode,and introduces the research methods,main contents,innovation points and shortcomings of this paper.The second chapter is mainly on the theoretical basis for the following chapters,and elaborates the theoretical basis of PPP mode,mainly including three theories,namely public product theory,principal-agent theory and VFM(value for money)theory.These three theories are the theoretical support for the development and practical application of PPP mode.This chapter is the theoretical basis for the development and practice of PPP mode and the application of this mode in the field of medical services.The third chapter is divided into four parts.First of all,it describes the background of the PPP model of medical services in Canada.Secondly,it studies the specific operation mode and stakeholders of Canadian medical service PPP model.Finally,this chapter summarizes the characteristics of PPP model in the field of medical services in Canada.The fourth chapter mainly analyzes the operation mechanism of Canada's medical service PPP model,including the evaluationmechanism,return mechanism,risk control mechanism and regulatory mechanism.Through the selection of corresponding typical cases,it further improves the analysis of the operation mechanism of this model,hoping to make the research The content is more comprehensive.The fifth chapter evaluates the PPP model of medical services in Canada from two aspects:advantages and limitations.The sixth chapter first studies and combs the current situation of the development of PPP mode in China's medical service,and finds out the problems and shortcomings of PPP mode in China's medical service field through thinking.At the same time,combined with the development results and feasibility of Canada's PPP mode in the field of medical service,it puts forward the experience and Enlightenment for China's medical service PPP mode.
