OBJECTIVE: By analyzing the distribution of health human resources in Liyang public health institutions,we can get the theoretical basis for the future planning of local human resources.METHODS: The human resources were analyzed by using the descriptive method to analyze the human resource status,the age of health technicians and managers,and the distribution of academic titles and so on in Liyang public medical and health institutions.The data were analyzed with EXCEL and SPSS19.0.RESULTS: By the end of 2015,Liyang holds a total number of 25 public health institutions as well as 4070 health personnel,including 3176 health and technical personnel,152 managers,136 other technical personnel,606 workers,respectively,covering a share of all health personnel 78.03 %,3.74%,3.34% and 14.89% respectively.1.Among all the health personnel in Liyang public health institutions,the staff less than 30 years old,31-40 years old,41-50 years old and over 51 years old,account for 32.65%,35.42%,22.07% and 9.86% respectively.The distribution of managers categorized above are 3.28%,19.08%,54.61% and 23.03% respectively.The degree distribution of health technical personnel,master,bachelor,junior college,technical secondary school or below account for 3.59%,39.26%,38.54% and 3.59% respectively.The above management personnel degree distribution account for 3.95%,46.71%,39.47% and 3.95% respectively.The title distribution of health technical personnel,senior,intermediate,junior,slots,account for 10.89%,41.94%,44.05% and 10.89% respectively.Managers of the above title distribution account for 38.15%,41.45%,17.11% and 38.15% respectively.2.The age structure of health technicians,practicing physicians,registered nurses and managers of secondary medical institutions was different from that of primary medical institutions(P <0.001).Secondary health care institutions under the age of 40 account for 75.2%,61.02% higher than the level of medical institutions;secondary health care institutions under the age of 40 accounted for 2.78%,27.06% lower than the level of medical institutions.There were significant differences in the educational composition of health technicians,practicing physicians,registered nurses and managers in secondary medical institutions compared with those of primary medical institutions(all P <0.001).Secondary health care institutions more than technical health undergraduate accounted for 53.82%,28.21% lower than the level of medical institutions.Secondary medical institutions,accounting for more than 69.44% of undergraduate,higher than 41.18% of medical institutions.There were significant differences in the composition of the titles of health technicians,practicing physicians,registered nurses and managers in the secondary medical institutions compared with those of the primary medical institutions(all P <0.001).Secondary health care institutions and technical personnel intermediate title accounted for more than 48.01%,57.64% lower than the level of medical institutions.Secondary health care institutions management personnel above the intermediate title accounted for 97.22%,higher than 75.29% of the level of medical institutions.3.There were significant differences in the age structure of health technicians and practicing physicians in clinical medical institutions and public health institutions(all P <0.001).Clinical medical institutions under the age of 40 health workers accounted for 69.48%,55.59% higher than public health institutions.There was no significant difference in the age structure of the registered nurses and managers between the clinical medical institutions and the public health institutions(all P> 0.05).The educational composition of health technical personnel,practicing(assistant)physicians,registered nurses and managers of clinical medical institutions was different from that of public health institutions(P <0.05).Clinical medical institutions undergraduate or higher medical technology accounted for 43.48% higher than the public health institutions 37.26%.49.59% of the managers of clinical medical institutions were lower than those of public health institutions,and 54.84% of them were under public health institutions.There were significant differences in the composition of the titles of medical technicians and practicing physicians in clinical medical institutions(P <0.001),which was different from that of public health institutions.Clinical medical institutions and technical personnel intermediate title or above accounted for 51.89%,61.18% lower than public health institutions.There was no significant difference in the titles of registered nurses and managers in clinical medical institutions and public health institutions(all P> 0.05).CONCLUSION1.The total number of personnel in public health and health institutions in Liyang lacks a lot.2.The technical personnel education structure in Liyang public health institutions to needs be optimized,the proportion of senior titles need to be improved;managers are getiiing old,lack of reserve forces.3.Liyang City,two medical institutions and the level of medical institutions,clinical medical institutions and public health institutions in the allocation of health resources on the imbalance.Second-tier medical institutions(assistant)physicians and registered nurses,more than a medical institution is more reasonable.The number of health workers in public health institutions is obviously short compared with that of clinical medical institutions.4.Secondary medical institutions in the age structure of health workers younger than the level of primary medical institutions.Health and technical personnel education in secondary medical institutions,was significantly higher than the level of medical institutions,health care institutions,a higher than the secondary technical staff titles medical institutions.5.The age structure of health technical personnel in clinical medical institutions in Liyang City is younger than that in public health institutions,and the academic qualifications of health technicians are higher than those in public health institutions,and the title of public health institutions is higher than that of clinical medical institutions.
