In the report of the 19th National Congress of the Communist Party of China,the implementation of the“Healthy China”strategy has been clearly emphasized at this stage,in the section of“Improving Security and Improving People's Livelihood,Strengthening and Innovating Social Governance”.As the strategy required,the popularization of health awareness should be contained.Besides,taking the public welfare as guidance,the public hospitals should be responsible for promoting the reasonable allocation of medical resources,the implementation of tiered medical services,and the improvement of chronic disease prevention and treatment,etc.Performance evaluations of public hospitals significantly help to overcome these heavy tasks.To adapt to the transformation of the Healthy China strategy,the goals and contents of performance evaluation should also be changed accordingly.At the same time,the performance evaluation of public hospitals led by public welfare is also in the transition stage from macro guidance to full-scale rollout.There is still room for improvement in the current performance evaluation index system.Provincial public hospitals are three-level public hospitals directly under the jurisdiction of the province and have an important position in public hospitals.Their performance evaluation work is subject to the unified management of the provincial public hospital management committee and has consistency in policy formulation,implementation and feedback..Based on the above background,this paper focuses on the theme of"performance evaluation index system of provincial public hospitals",and mainly follows the"practice-theory-practice"route,including the following several parts.The first is to analyze the implementation status of provincial public hospital performance evaluation.Systematic review of the reform process of public hospital performance evaluation.Taking the performance evaluation index system of provincial public hospitals in Fujian Province in 2018 as an example,the main problems of the current performance evaluation index system of provincial public hospitals are as follows:failure to reflect the general health strategy and indicators The degree of refinement is insufficient,the evaluation angle is incomplete,and the indicators and weights are not uniform.The second is to optimize the performance evaluation index system of provincial public hospitals.Based on the Healthy China Strategy,this article proposes optimization principles such as upholding and maintaining public welfare,comprehensively setting performance evaluation dimensions,and highlighting the responsibilities of provincial public hospitals.Based on the principle of optimization,using brainstorming method,questionnaire survey method,Delphi expert method,AHP and other research methods,starting from the four dimensions of social benefits,industry management,organizational development,and employee growth,centering on the responsibility of provincial public hospitals in diseases and Health management services,the rational flow of medical resources,internal governance and operational efficiency,the addition and refinement of indicators in the training of medical personnel,and the optimized provincial public hospital performance evaluation indicator system,which includes 15second-level indicators and third-level indicators 50.The third is to take Fujian A Hospital and K Hospital as case study objects,and carry out application research on the optimized provincial public hospital performance evaluation index system.Judging from the evaluation results,it basically conforms to the objective status quo.According to this,the optimized performance evaluation index system is more scientific and reasonable.At the same time,it can be concluded that provincial public hospitals have achieved good results in promoting the rational allocation of medical resources,management in accordance with laws and regulations,and training of medical talents,but there is still room for improvement in the prevention and treatment of chronic diseases,the popularization of health concepts,internal governance,and the construction of information systems.The fourth is to provide policy recommendations for the follow-up work of hospital management and performance evaluation,including:gradually standardizing and unifying performance evaluation indicators,exploring the application mode of performance evaluation results,developing a new type of linkage-promoting cooperation mechanism,and establishing dynamic feedback channels for performance evaluation.
