In recent years,the Party's Central Committee and the State Council have repeatedly mentioned resident health records in pertinent strategic plans.The relevant ministries and commissions have issued a series of policies to improve the management of resident health records.At the same time,“The digital transformation of document management” and “health informatics” have become frontier fields of library,information and archival research.As the collection method of resident health records has changed from manual filling to intelligent transmission,the form of file records changed from paper carriers to digital carriers,and the way archives are used changed from file search services to database services.The management of resident health records has presented the following main features: the informalization of management content,the technicalization of management tools,the diversification of management subjects and the coordination of management methods.In addition,in the context of “Internet plus”,promoting digital transformation of the management of residents' health records can be beneficial to achieve real,complete,reliable,and available management,to satisfy the multi-use of residents' health records,and to assist in the construction of a large data center for health care.Under the circumstances,the digital transformation of the management of resident health records has become an irresistible trend.At present,certain achievements have been made in this area,such as the gradual standardization of policy standards,the initial success of platform construction,steady progress in open utilization,and active social participation.However,there are still many problems in the process of promotion.Among them,the outstanding ones are the insufficient connection between electronic medical records and resident health records,the lagging transmission and integration of resident health file data,the lack of storage space for resident health file and the budding of illegitimate industry.These phenomena caused that happening.The concept of opening and sharing for digital transformation was lagging.The industrial barriers were too high.The technologies were in low-level,and the security was inadequate.According to current social demands,in the context of “Internet plus”,how to promote the digital transformation of resident health records management? Firstly,promote the transformation of national recognition by strengthening conceptual guidance.Secondly,complete the general cooperation modes and introduce multiple forces to participate in the transformation.Thirdly,track new technologies and innovate the business process of digital transformation.Finally,consolidate the foundation support and optimize the management system of digital transformation.The innovation of this paper is mainly in two aspects.On the one hand,the paper closely follows the new requirements for the management of resident health records under the background of the two national strategies of Digital China and Healthy China.Considering some new challenges posed by “Internet plus”,it analyzes new connotations and characteristics of the digital transformation of resident health records management and explores how to use data to optimize the management of resident health records.On the other hand,it focuses on improving the management of resident health records from the perspectives of concepts,methods,technologies and systems and promoting digital transformation by changing out-dated ways of thinking about digital transformation,introducing multiple forces to participate in transformation,innovating business processes of digital transformation,and optimizing digital transformation management systems,which provide decision-making references for the digital transformation of the management of resident health records under the background of “Internet plus”.
