Since the 21st century,many countries,including America,Australia,and Britain,have introduced Electronic Health Records(EHR)which contains patient health information(Xun Hui et al.,2019).In 2018,the French government officially introduced to the general public a plan of Electronic Health Records named "Shared Medical Records".As of today,there is still no substantial progress in terms of China's electronic health records.Research on French"Shared Medical Records" will not only help enrich and improve the theoretical framework of electronic health records in China,but also provide valuable lessons for the future implementation of electronic health records in China.This plan was actually proposed in early 2004,and was put on hold for 15 years before it was finally implemented.This made me interested in the development of EHR in France:how is the French electronic health records implemented?What obstacles have they encountered and what strategies have they adopted to solve problems?How is the current situation of "Shared Medical File" in France?In this dissertation,I will focus on the French Electronic Health Records,outlining its history,analyzing the obstacles and strategies,so that we could see what we can learn from the French case for the future development of Electronic Health Records in China.The first section of this essay is an overview of French Electronic Health Records.First of all,we will briefly analyze some reasons which explained why French government proposed the implementation of Electronic Health Records on a nationwide basis.Secondly,we will review the development process of the French Electronic Health Records.It was firstly proposed by the government in 2004,with the name of "Personal Medical Records",which was replaced by "Shared Medical Records" in 2014.However,it was not until 2018 that the "Shared Medical Records" plan was finally implemented nationwide by the French authority.Thirdly,we will briefly introduce the "Shared Medical Records".They can be directly created by the public via DMP.fr,or they can be created by a doctor,a pharmacy,or the National Health Insurance Fund.The file contains basic health information of the patient,as well as outpatient records and examination reports.Finally,this chapter analyzes the advantages of the French "Shared Medical Records" from the perspective of patients,doctors,and hospitals.Advantages include improving the medical experience,improving the quality of medical care,and saving medical resources.The second part is contributed to policy analysis.We compare the policy of "Personal Medical Records" with the policy of "Shared Medical Records",and analyzes the main changes of keywords in these two policies.Based on these keywords,we analyzes the obstacles encountered and related solutions to promote the Electronic Health Records in Chapter 4.First of all,Electronic Health Records have also been questioned for privacy and security risks.To this end,the French government specified in the decree the access and modification rights of " Shared Medical Records" to better protect the privacy of patients.Secondly,information integration is also a major challenge for Electronic Health Records.In the past 15 years,France has gradually improved the automation of the information system,so that the "Shared Medical Records" was no longer a blank file when they were created,but a file with a lot of information,including reimbursement records,vaccination,etc.Finally,people,especially doctors,doubt the usefulness of the Electronic Health Records,resulting in a low level of participation and severely hindering the promotion and popularization of the Electronic Health Records in France.To improve the social acceptance,the French government and the National Health Insurance Fund have organized a series of campaigns and put up posters in order to show to people the benefits of Electronic Health Records.The Chapter 5 of this article focuses on present.On the one hand,this chapter analyzes the current situation of "Shared Medical Records",such as the number of registered persons and the quality of the files created.On the other hand,we will analyze the problems or weaknesses of the current "Shared Medical Records",including the low participation of doctors,low penetration rates,and uneven regional development.Finally,we will analyze lessons learned from the French case of "Shared Medical Records".Firstly,we believe that it is necessary for the government to make laws on electronic health records,especially in terms of privacy and security.Second lesson might be the implementation of electronic health records standards so as to integrate the information of regional electronic health records that have already been created in different provinces and cities.Finally,people and doctors are the main users of electronic health records,so it is essential for the government to buy them in by massive publicity campaign.
