Population aging is one of the major social problems facing China and the world,Since China entered the aging society at the end of the 20 th century,the number of elderly people and its proportion in the total population have continued to rise,and the degree of aging has continued to deepen.Under this national situation,the traditional pension model is difficult to meet the growing and diverse needs of the elderly.A new type of old-age care model "combination of medical care and nursing" has emerged as the times require,and it has become an important means to resolve the current old-age care dilemma.In September 2013,the State Council first proposed the concept of integrated care for the elderly in medical care.Since then,the Party Central Committee and governments at all levels have attached great importance to the work of integrating medical care and nursing and deployed a number of strategic measures.The long-term care insurance system provides useful supplements for further promoting the integration of medical care and nursing.However,the development of long-term insurance in China is still in the pilot stage,and the system has begun to take shape.At this time,theoretical research on how to construct a long-term insurance system in the context of combining medical care and nutrition has great strategic significance for alleviating the pressure on the country's elderly care and deepening the integration of medical care and nutrition.The first chapter of this article first explains the background and significance of building a long-term insurance system in China,and points out that the innovation of this article lies in a comprehensive and in-depth study of the integration of China's medical care and long-term insurance system by proposing research content and research ideas.Development issues.In Chapter Two of the article,the author first carried out policy review to clarify that the combination of medical care and nutrition is gradually gaining national policy support.Then,through the exploration of the combination of medical care and nutrition model by local governments andcommercial organizations,the development process of the combination of medical care and elderly care in China was analyzed.At present,the three main types of pensions for home-based,community-based,and institutional-based medical care are explained,and six major bottlenecks for the development of the combination of medical care and support at the policy and service levels are summarized.After in-depth exploration of the development of the combination of medical and nursing,the third chapter of the article focuses on the five major problems faced by the current long-term insurance to promote the integration of medical and nursing.In order to solve these problems,this article is willing to learn from mature foreign development experience.Therefore,in Chapter 4,the author chooses the long-term insurance systems of two typical countries,Germany and Japan.The mechanism and other aspects are analyzed in depth,and common enlightenments and characteristics are summarized.Finally,the author comprehensively considers international experience and China's current national conditions,and in Chapter 5 puts forward specific policy recommendations in terms of policies,fundraising,resources,services,and talents for the development of a long-term insurance system in the context of the integration of medical care and maintenance.
