Research On The Professional Construction Dilemma And Improvement Path Of Nursing Staff At Home In Long Term Care Insurance

With the increasingly severe aging trend of the population,the miniaturization of the family structure and the increase in the proportion of women participating in economic and social activities,the pilot project of long-term care insurance,as a solution to the problem of long-term care for ten million disabled elderly people in China,has been widely promoted.However,the key to the extent to which the door-to-door service of long-term care insurance can meet the medical and nursing needs of the service objects lies in the service quality of home-based elderly care assistants.Whether from a theoretical point of view or a variety of practical experience,flexibility and continuity of nursing supply and standardized nursing services are the core elements to ensure the quality of long-term care insurance home home service.Only high-quality nursing services can form effective demand,therefore,the construction of professional long care risk home nursing staff is imperative.At present,Chinese scholars have preliminarily studied the degree and necessity of the professionalization of nursing staff,but failed to deeply analyze the reason why the professionalization couldn't be built,which leads to the fact that the relevant practice has not made substantial progress.This paper takes Z nursing station in Shanghai as an example,on the basis of theory research,fully developed practice research,under the long-term care insurance pilot pension that occupy the home caregivers team specialized construction necessity,the specific analysis of long care insurance endowment caregivers that occupy the home team specialized construction existing problems and reasons in the process,the improvement of the appropriate suggestions are put forward.In this paper,literature analysis method,participatory observation method and semi-structured interview method were adopted to collect the data,and causal analysis method was adopted to analyze the data.The study found that the professional construction of home nursing home nursing staff of long care risk fell into difficulties in the aspects of access mechanism,talent training,constraint and incentive mechanism and professional development initiative construction,which was manifested in the lack of strict assessment of entry qualification.Inadequate pre-service training,lack of in-service training,lack of grading of nursing personnel training and lack of teachers of relevant majors;Supervision,assessment,reward and punishment mechanism is not sound,lack of incentive measures;The organization pursues the economic benefit neglect the care worker specialized level promotion and so on.By analyzing survey data,combined with the existing research,the Shanghai statistical yearbook data analysis from a long guard risk troubled pension nurse team professional construction that occupy the home is the cause of disability,old man domestic service demand out of professional service demand,long protect home door-to-door service regulation is not perfect hinder the realization of the professional service,long guard house orderly society were not high and low to ensure treatment.Based on this,this article from the disability elderly housekeeping service support system,perfect the system of long nursing risks that occupy the home door-to-door service regulation,construction of long protect home old-age support caregivers team professional construction environment and perfect long protect the supply of insurance endowment caregivers that occupy the home to ensure treatment four angles proposed long nursing risks that occupy the home endowment and perfection of the nurse team specialization strategy.
