Research On Analysis Of Pilot Status And Optimization Of Long-term Care Insurance System

After the comprehensive implementation of the reform and opening up policy,China's economy,science and technology and medical fields have been rapidly developed and upgraded.At the same time of the rapid development of the national economy,the problem of population aging in China has become increasingly prominent,and the issue of life security for the elderly is attracting more and more attention.In order to speed up economic development and properly solve the problem of population aging,in July of 2016,China's human and social department issued a special document "Guiding Opinions on Piloting Long-term Nursing Insurance System".At present,15 regions in China have been selected as pilot trials for a long time.Nursing insurance system.According to the survey,Jiangsu Province,as a major domestic economic province,is located in the top three in the country,second only to Shanghai and Beijing,while Nantong City ranks first in the province in terms of aging,so it explores long-term development.The nursing insurance system is of great constructive significance in solving the problems of long-term service costs such as medical care for the elderly in Nantong City.In response to the provincial policy,Nantong City introduced a long-term care insurance system in August 2015,which was discussed and approved by the Nantong Municipal Government Executive Meeting.It was officially implemented on New Year's Day in 2016.In the same year,the city was also adopted by the Ministry of Human Resources and Social Security.Listed as a pilot city for the Guidance.After studying and researching a large number of relevant literatures,the author followed the internship location related research group in the second half of 2018 to go to the pilot city of Nantong City for field research,and issued a satisfaction questionnaire and long-term care insurance related work.Personnel conduct face-to-face interviews and other forms of research work.Descriptive analysis of the acquired data,and analysis of the differences between Nantong City's long-term care insurance system and other pilot cities,learning the successful experience in this field,clarifying the advantages and disadvantages of the system,and at the same time proposing its shortcomings Special solution.This article uses seven chapters to carry out an in-depth and detailed discussion of the research activities.The first chapter is the introduction.This part summarizes the background and significance of this research activity,and at the same time points out the research ideas and research methods.The academic literature in the field is summarized.The second chapter mainly defines and clarifies the related concepts and theories involved in this research activity.The third chapter introduces the implementation effect of the long-term nursing insurance system in Nantong City.The fourth chapter focuses on financing.And the guarantee model compares the long-term nursing insurance system of Nantong with other pilot systems.The fifth chapter focuses on the long-term care insurance system of the two countries in the United States and Japan and its enlightenment to China.The sixth chapter discusses the development process of the system.A series of problems exposed in the chapter;Chapter7 presents reasonable suggestions for the establishment,operation and management of the long-term care insurance system nationwide.The conclusion is that the construction of the long-term care insurance system requires the government to rationally plan the top-level design,and the rights and responsibilities are clearly defined;the operation of the landing needs to establish a real-life insurance system based on thethird-party institutions;and the implementation of the supervision level promotes the cooperation of various departments.
