| BackgroundPopulation aging is a global trend.As the country with the largest elderly population in the world,the problem of providing for the aged is one of the important social problems.With the increasingly severe aging of the population,the number of elderly and disabled people is increasing gradually,pension institutions have become one of the important pension ways for the elderly.The problems existing in the operation of pension institutions will seriously affect the quality of pension services and the satisfaction of the elderly.Therefore,from the perspective of the elderly care institutions and the elderly,this study analyzes the operation status of the elderly care institutions and the satisfaction of the elderly,finds out the existing problems and obstacles,and then puts forward constructive suggestions.ObjectiveThis study combines quantitative and qualitative research methods to analyze the current situation of operation and occupancy satisfaction of elderly care institutions,and the relationship between them.Find problems in the operation process of institutions and explore solutions to the existing problems,And then provide an important basis for the in-depth development of Chinese pension services.Methods Questionnaires and semi-structured interviews were used to collect data.The multi-stage stratified sampling method is adopted,according to the administrative divisions of Jinan City,there are 10 districts(counties)in total.According to the number of existing pension institutions in each district and county,each district and county is selected according to a certain proportion;each pension institution is selected from 1-2 managers for interviews,and according to the level of self-care of the elderly,the elderly are selected according to the proportion.A total of 52 elderly care institutions and 422 elderly residents in 10 counties and districts were selected for questionnaire survey,and 91 managers were interviewed in-depth.Data sorting and analysis are mainly completed by exce12019 and spss19.0 software,and interview data are sorted and analyzed by nvivo11.0 software.Results(1)The number of staff in pension institutions is insufficient.The number of highly educated,young and professional staff is relatively few.For the pension institutions with short operation time,located in urban areas and counties with high economic development level,the staff members are younger and have higher education background Lack of personnel,heavy workload and heavy burden,which affect the good operation of the organization.(2)The configuration of hardware facilities and equipment is uneven,and some institutions need to be improved.The rate of reaching the standard of hardware facilities in some old-age institutions is relatively low,such as the rate of reaching the standard of function space allocation is 34.62%,in which the rate of psychological consultation room allocation is 26.92%,the rate of medical space,rehabilitation space and tranquility space allocation is less than 50%;the rate of medical equipment allocation is relatively low,and rehabilitation equipment is a scarce resource.The allocation rate of hardware facilities in the pension institutions with short operation time is relatively high(3)The elderly care service project can meet the basic living needs of the elderly,but some institutions do not fully meet the quality standards of the elderly care institutions.In terms of the number of service items provided,the compliance rate of the number of service items was 36.64%.In terms of types of services,the provision rate of medical care services,psychological/spiritual support services and hospice services is less than 50%.Compared with the private elderly care institutions,the public elderly care institutions have a higher rate of service provision.(4)Pension institutions are in the state of micro profit or loss.The average occupancy rate is 65.63%.The number of beds for the elderly per thousand is 28.9,which is lower than the average level of Shandong and the whole country,and the average charge is 3675.99 yuan/month.High risk,high competitive pressure and conflicts with family members are the important reasons that hinder normal operation.(5)There are 4244 elderly people in 52 elderly care institutions,and the proportion of female residents is 54.24%;the average age of residents is(78.25 ± 4.36),mainly the elderly,47.64%of them are over 80 years old;the elderly who can't take care of themselves are mainly the elderly,accounting for 51.56%.These institutions all accept the elderly who can't take care of themselves..(6)The overall satisfaction of the elderly is relatively high,but the satisfaction of psychological and mental expenditure service is the lowest,which is 3.10 ± 0.85.The high level of economic development of the district and county,and the high proportion of the elderly care institutions located in nonurban areas.The higher the number of functional rooms,medical equipment and average charge,the higher the satisfaction.Conclusions and SuggestionsIn the process of operation of pension institutions,there are some problems,such as insufficient human resources,part of the institutions' hardware facilities and service projects are not fully up to the quality standards,and the institutions are in a state of loss.The overall satisfaction of the elderly is high,but the satisfaction of some elderly service projects is low.The number of functional space allocation,medical equipment allocation and average charge of the elderly care institutions are the factors that affect the occupancy satisfaction.On the whole,the operation of pension institutions is in a stable state,but the service quality needs to be improved.We need to start from many aspects to promote the stable operation of pension institutionsSuggestions:(1)Take a variety of effective measures to strengthen the construction of the elderly care talent team,improve the business ability and professional quality of employees;(2)Improve the hardware facilities and equipment,support the institutions,improve the allocation rate of hardware facilities,improve the service ability of the elderly care institutions;(3)Improve the elderly care service projects,strengthen supervision and management,ensure the operation of the elderly care institutions in accordance with the regulations;(4)Improve the utilization rate of beds,improve the operation status of the institutions;(5)According to the occupancy satisfaction,improve the elderly care service,improve the level of elderly care service,and improve the elderly care experience. |
