Research On Countermeasures For Regional Medical Cooperation Of Public Hospitals In Hunan Province

In our country, good medical resources are mainly concentrated in large and medium-sized city’s major general hospitals and specialized hospitals. The majority of rural areas, especially poor rural areas, are seriously in lack of general practitioners compliant with requirements. The uneven allocation of medical resources of this situation leads to "big hospitals are overcrowded, small medical institutions are difficult to operate" and "the difficulty of getting medical service".With the advancing of the new reform for hospital and health system, the integration of medical resources within the region is becoming the major breakthrough point. Deepening the cooperation between the various medical institutions at all levels, and improving quality and efficiency of regional health care, are helpful to effectively alleviate the problem of "difficulty and high cost for medical service". In the new round of reform, the major hospitals in Hunan Province carry out a bold reform and exploration, treating the help and guide for basic medical institutions as an important reflection of the public welfare, as well as changing competition relationship to cooperation relationship."Regional medical cooperation" is a helpful exploration for the construction and development of China’s basic medical health system. It can not only help large hospitals focus resources to build regional medical center, but also can help to improve the technological level and basic hospital service capacity, so as to achieve the purpose of improve the medical service of the whole region.In this paper, we take the Third Xiangya Hospital of Central South University as our case study, to investigate the meaning, necessity and significance of regional cooperation of public hospitals from the perspective of cooperation between3rd class hospital, second class hospital and basic medical institution. We disclose the realities and problems of the current regional cooperation of public hospitals in Hunan Province, and study the countermeasures for them. On the one hand, there is the need to strengthen the government leading, to establish the medical service concept for healthy medicine, to design mechanisms for regional cooperation of public hospitals, to increase government’s investment, and to enhance the mutual help and supervision. On the other hand, we propose to establish partnership between large hospitals and basic medical institutions, to take full advantage of hospital information platform to carry out technical guidance, training, promotion of appropriate medical technology, streamline the green channel of two-way referral, etc. In the end, a new cooperation mode for regional medical service can be gradually constructed, with large hospitals as its core and town-level hospitals as its satellite, pushing forward the development of the medical service of the whole region.
