Research On The Practice Mechanism And Optimization Paths Of “internet+ Health Poverty Alleviation” In Local Governments

Healthy poverty alleviation is a long-term systematic project,which is not only the key to a precise poverty alleviation strategy,but also an important part of a healthy China strategy.With the proposition of the concept of "Internet +",the Internet and healthy poverty alleviation field have integratedly developed,and development policies and local practices related to "Internet + health and poverty alleviation" have emerged one after another.In order to further enrich the relevant theories of "Internet + Health Poverty Alleviation" and promote the comprehensive and sustainable development of "Internet + Health Poverty Alleviation",the research focuses on the research of local government behavior at the county level and the practice mechanism of "Internet +Health Alleviation Poverty" is the main research object,trying to use the social development model and public product theory as the analytical framework and theoretical basis,from the perspective of the four elements of system,resources,technology and culture and their interaction,comparative analysis of practical cases of "Internet + Health Poverty Alleviation" by R county and G county in H province.The study found that the local government's "Internet + health poverty alleviation" practice mechanism lies in:in the dual logic of bureaucratic governance and sports governance,the local government takes the relevant national policy documents as the logical starting point and fundamental basis for its practice.It is supported by policy resources and non-policy resources derived from policy resources,and is supported by Internet technology that exerts a multiplier effect.It is supported by major local leaders Based on the self-renovated advanced value concept,independently explore and properly innovate the "Internet + health poverty alleviation" practice,and promote the development of local "Internet + health poverty alleviation" in the interaction of the four elements of system,resources,technology and ideology.At the same time,the study also believes that the local government's practice of "Internet + health poverty alleviation" has difficulties such as insufficient policy sustainability,endogenous shortage of resources,limited Internet technologyautonomy and development,and lagging in the development of ideas.The study suggests that national and local governments should establish a sustainable development system shifting from sporty governance to institutional governance;broaden access to resources from exogenous to internal and external coexistence;strengthen Internet technology development and application from simple addition to deep integration and change the concept of all parties from relatively lagging to advancing with the times,thereby optimizing the development path of "Internet +health poverty alleviation" and enhancing the governance effect of "Internet + health poverty alleviation".
