A Study On The Differences Of "Health And Poverty Alleviation" And Its Influencing Factors In The Rural Area

Healthy poverty alleviation is an important part of accurate poverty alleviation and the key link of realizing healthy China strategy.Since the reform and opening up,the medical and health undertakings in China have developed rapidly and the living standards of the people have improved significantly,but the number of poor people still accounts for a large proportion,and the health of the poor population is still lack of effective protection.June 21,2016,The State Health and Family Planning Commission and other 15 departments have jointly issued the guiding opinions on the implementation of Health Poverty Alleviation Project,pointing out that it should be deeply combined with deepening the reform of the medical and health system,with the focus on improving the level of benefit of the rural poor,and providing medical security.Integration of capital projects and resources such as talent and technology Strive to promote and implement healthy poverty alleviation in an all-round way.Under this background,it is of great significance to actively explore the way of accurate health poverty alleviation,to construct the evaluation index system of health poverty alleviation,and to carry out the health poverty alleviation project according to the evaluation results and function path analysis.Based on the background of the health poverty alleviation strategy,this paper combs the connotation of health poverty alleviation by reading the relevant literature and based on the relevant theories,and analyzes the mechanism of the action of the health poverty alleviation strategy.The literature measurement method was used to deal with the relevant documents,and factor analysis and social network analysis were used to construct the evaluation index system of health poverty alleviation.Then collect the relevant index data of Zhejiang Province,Jiangsu Province,Jiangxi Province,Shanxi Province,Shanxi Province and Guizhou Province in 2016,and calculate the weight and comprehensive weight of each index by entropy method.According to the weight of the relevant provinces to measure the level of healthpoverty alleviation and analysis of the characteristics of differences.Finally,the structural equation model is used to study the influencing factors of health poverty alleviation and the path of action in rural areas.The results are as follows:(1)with the support of social system theory,health economics theory and public goods theory,it is concluded that the implementation of health poverty alleviation needs the joint efforts of government,medical and health institutions and rural areas.Interaction;(2)according to the measure index of the health poverty alleviation level,the difference of the health poverty alleviation level between the east,the middle and the west of our country is large,showing the structural characteristics of the east strong and the west weak,and the difference between the different provinces in the same region is relatively small.The ability of primary medical and health services plays an important role in helping the poor in health,and it is an important link between the target of poverty alleviation and the side of helping the poor.Health support by the Government in the Central and Western regions;(3)the fitting results of structural equation model show that the investment of poverty alleviation and health services can have a positive impact on the healthy development of rural areas.Under the joint action of poverty alleviation investment and improvement of rural medical environment,the latter has a greater effect on the healthy development of rural areas;Under the influence of the comprehensive factors,it is an important way to promote the stable development of the health poverty alleviation project to pay attention to the cultivation of regional talents and optimize the allocation of human resources in the primary medical and health institutions.
