ObjectiveTo construct an indicator system to evaluate the implementation effect of R hospital performance evaluation and use the indicator system to evaluate the implementation effect of R hospital performance evaluation,and then put forward suggestions for improvement.MethodsBased on the previous literature review,this study determined the initial performance evaluation index system through the thematic group discussion method.Then two rounds of Delphi method were used to determine the final performance evaluation index system.The positive coefficient and authoritative coefficient are used to evaluate the reliability of expert consultation,and the coordination coefficient is used to evaluate the coordination degree of the importance and feasibility of expert consultation index.Cronbach's Alpha coefficient,bartley test and KMO values were used to test the reliability and validity of the expert consultation questionnaire.Yaahp 12.1 ahp software was used to calculate the weight coefficients of indicators at all levels,and the weight results were tested for consistency.An empirical study was carried out by using the established evaluation index system,and an independent sample t test was conducted on the main indicators before and after the implementation of the performance evaluation of R hospital to compare and evaluate the implementation effect.Results1.Basic information of expert consultation:a total of 16 experts in related fields were selected in this study,of which 62.5%were masters and 18.75%were doctors.Intermediate professional title 31.25%,deputy senior professional title 25.0%,senior professional title 25.0%.The authority,coordination and enthusiasm of expert consultation have all passed the test and met the inclusion criteria.The authority coefficient(Cr)index is all greater than 0.75,with high authority.The p-value of chi-square test of expert coordination coefficient was less than 0.05,and the consultation results were better.The Cronbach's Alpha coefficient of the questionnaire was 0.953,and the bartley test was P<0.001,indicating a good reliability and validity of the questionnaire.2.Determination of performance appraisal index system:after two rounds of expert consultation and scientific reference,the performance appraisal index system of R hospital was formed.The system includes 6 primary indicators,18 secondary indicators and 41 tertiary indicators.Through the analytic hierarchy process,the weights of the six first-level indicators of social function,medical service,medical quality,patient safety,growth and development and talent team are 0.1456,0.1311,0.2297,0.2774,0.1213 and 0.0949,respectively.3.Empirical analysis of the main indicators before and after the implementation of the performance evaluation of R hospital:A number of indicators were improved or improved,but the two indicators of average medical expenses of outpatient service per time and average medical expenses of hospitalization per time were not decreased but increased,and the proportion of material income and the number of academic papers published in journals of category D and above were not significantly changed.Conclusions1.The performance evaluation index system of R hospital was constructed,including 6 first-level indicators of social function,medical service,medical quality,patient safety,growth and development,and talent team,18 second-level indicators and 41 third-level indicators.2.The performance evaluation index system constructed by the study has good result parameters,which can be used to evaluate the implementation effect of performance evaluation in R hospital.3.After the implementation of the performance plan of hospital R,the overall effect is good,but the two indicators of average medical cost per outpatient per time and average medical cost per inpatient per time do not decrease but increase,and the burden of patients for medical treatment increases.The proportion of material income and the number of academic papers published in journals of category D and above do not change significantly,so incentives need to be further improved.
