| Online mutual aid platform is the rising star in Internet finance in recent years.It is also a kind of mutual insurance with Chinese characteristics.This innovative mutual aid treating model has a positive effect on alleviating the poverty caused by illness and return to poverty because of illness in some families.On March 5th,2020,the State Council of the CPC Central Committee officially issued "Opinions on Deepening the Reform of Medical Security System",which clearly defined the position of the network mutual aid platform in the national medical security system.However,due to the long-term backward laws and regulations of online mutual medical aid,the platforms are facing huge operational risks and mutual assistance business risks,which greatly hindered the development of the platform.How to identify and reduce the risk of online medical mutual aid,how to standardize the operation of online mutual aid have become a urgent task.Therefore,taking the risk of network mutual aid platform as the research objective,the stable operation of the platform is promoted and important supplementary role of network mutual aid in China's multi-level medical security system is given full play by systematic coding identification,system construction,actual evaluation and key prevention and control research processes.First,this paper introduces grounded theory qualitative analysis method to explore the risks of online mutual aid platform,according to Strauss&Corbin principles codes more than50,000 words of in-depth interview data of 45 interviewees with Nvivo software,and constructs corresponding theoretical models.27 third-level indicators,9 second-level indicators such as industry competition,policy environment,project risk,operational risk,capital management,security capability,information risk,and 3 first-level indicators such as external factors,platform factors,member factors of network mutual assistance risk factors were obtained.The code found that the interviewees communicated through their personal experience process and paid more attention to factors directly related to their personal interests,such as irregular platform business,a large number of "insurance fraud",unprofessional information review,members' concealment of illness,etc.Furthermore,this paper determines the relative importance of each factor in the above-mentioned risk theoretical model through expert interviews and AHP method,so as to clarify the key points of risk prevention and control of the online mutual aid platform.Through the weight calculation,it found that the platform factor has the largest weight,followed by the external factor,and the member factor has the smallest weight.The results show that the external legal environment is crucial,and the lag of relevant legal policies and unclear regulatory attitude are major obstacles to the development of the platform.In addition,competition with the insurance industry,members' "insurance fraud",adverse selection and other issues are still the key to platform risk prevention and control.Then,this paper chooses Xianghubao,Shuidihuzhu and Qingsonghuzhu Platform as empirical cases for fuzzy comprehensive evaluation.The index system is verified and applied to provide reference for perfecting the risk assessment and early warning mechanism of online mutual assistance.This paper found that,by comparison,the overall risk of the newly established mutual treasure is better than that of water drop mutual aid and easy mutual aid.The absolute value of the risk scores of the three network mutual aid platforms is relatively low,and the corresponding risk level is "medium risk".Finally,according to the above research results,this paper puts forward more targeted risk control suggestions such as improving laws and regulations,clarifying regulatory subjects,establishing industry self-discipline organizations,and improving information disclosure system of mutual aid platform from the perspective of government supervision,online mutual aid industry and platform. |
