Research On Dalian Residents' Health Security System

Resident health security system is a kind of institutional arrangement to solve the health problems of social members in modern society.With the development of society and the continuous progress of people's living concept,residents' health problems are no longer attributed to a single pathogenic factor.Therefore,the residents' health insurance system is not only to solve the problem of medical fees,but also to ensure that the citizens have a better medical and health system in an all-round way,so as to realize the residents' happy life and better satisfy the people's yearning and pursuit for a better life.Guided by the new institutionalism theory and Rawls' theory of fairness and justice,based on the existing problems of Dalian residents' health security system,combined with the health China policy and the requirements of Dalian "Healthy Dalian Construction Action Plan(2017-2020)",this paper designs the optimization of Dalian residents' health security system as a whole;on this basis,how to promote Dalian residents' health security system is discussed.The optimum design scheme of health insurance system is put forward,and the corresponding implementation safeguard measures are put forward.Since the Twelfth Five-Year Plan,Dalian has followed the development concept of "the greatest people's livelihood is life,the greatest well-being is health",focusing on citizens' strong reflection of medical problems,adjusting development ideas,reforming the system and mechanism,constantly exploring the development path of residents' health security system and achieving considerable development,the people's health level has been significantly improved,and the main health indicators of residents live in.At the forefront of the country.Although Dalian has made continuous exploration and development around the residents' health security system and achieved positive results,the construction of the residents' health security system in Dalian is still a long way from the people's requirements for inclusive medical care and health security.There are still some problems in the development of the residents' health security system,mainly reflected in the following aspects: first,the distribution of medical resources is relatively concentrated.Secondly,the coverage of the social security system is not complete and needs to be further broadened;thirdly,the phenomenon of medical support by medicine still exists,and the government's public investment needs to be improved;fourthly,the government's supervision and control efforts are insufficient,and the health security system needs to be improved.Based on the existing problems of Dalian residents' health security system and the requirements of the Health China Policy and the Dalian "Health Dalian Construction Action Plan(2017-2020)",the optimum design of Dalian residents' health security system should adhere to the concept of medical and health as the core but not completely equal to medical and health health,and design the early Dalian City from a more comprehensive perspective.The framework system,constituent elements and implementation safeguard measures of the residents' health security system.Specifically,it includes strengthening the synergy of medical and health institutions at different levels of the service supply system,the transformation of medical insurance centered on health services,the integration of public health services and medical security,the promotion of the construction of the old-age care insurance system and the integration of medical care,the synchronization of health service supply and health management,the emphasis on health demand-side management,the vigorous development of health industry and health support technology,and the improvement of self-reliance.However,the environment and the health function of the social service system such as health education should be strengthened.
