Since the proposal of national reform of medical and health system was put forward,Chinese government has introduced many relevant requirements and policies to strengthen the health service at the grass-root level and to perfect the layout of medical care and service system.Finally,a satisfactory medical care network will be formed which will be featured by its reasonable layout.It is also required by National Health Department that community health service should be defined as a public service provided by government for the crowed and should take the community health service center as the core to construct the network system of the medical and health service,and further clarify the direction,goal and path of the community health work.At present,many problems exist: the health and technology service staff are in shortage in those primary medical and health services;the allocation of human resources is far from reasonable;the existed professionals in community health service centers cannot meet the need of sustainable development in community health care service.Therefore,the ability of community health service and institutions is hard to be improved and the supply of primary medical service is inefficient.All these have become the bottleneck of the comprehensive reform of community health service.The author of this paper hope to provide a hint for solving the problems of personnel shortage in community health services through theoretical research and empirical research,so as to build a health service organization which can adapt to the economic and social development.It is also expected to provide reference for the team of health professionals who burden the mission of meeting the needs ofincreasing health demand of the masses.Taking J District as an example,the author obtained details of the establishment,recruitment,workload and personal information of the community health service centers(up to the end of 2017)from the Health and Family Planning Board of J District.Then 240 questionnaires were give out the staff in 11 community health service centers to test how satisfactory do the staff to their work environment,salary,sense of professional achievement and so on.Later the author interviewed more than20 leaders of health service centers,workers,and human resources personnel from Health and Family Board.In this process,based on the relevant theories of human resource management,this paper discusses the situation and causes of shortage of health professionals in community health service from various perspectives,so as to put forward practical proposals for increasing health professionals in community health services.In this research,it was found that there are some problems concerning the technological professionals such as the shortage of staff,their less competency,and sluggish growth in the number.Through the research and interview,the causes of mentioned problems are as follows: J District is located in the suburb of Shanghai thus is less attractive;the salary is relatively low;the room for promotion is limited;workers have low sense of achievement;the recruit channels is narrowed and the authorized personnel is inadequate.In view of these problems,the following countermeasures and suggestions are put forward: to increase the construction and development of suburban areas,to enhance regional soft power,to provide high salary and treatment in suburban communities,to expand the channels of personnel development,to enhance people ' s recognition of the community health service industry;to broaden recruitment channels,and last but not least,to increase more authorized staff.
