Objective:To provide some sound policy advices and measures by household surveys in rural residents of poverty-stricken counties in Guangxi, which will reflect their state of health, health services need and demand, and health services utilization, as well as the influences, for improving the state of health and the health services utilization of rural residents, optimizing health resources allocation in rural areas and promoting health services.Methods:Though reviewing the literatures to get well know of health policy progress and measures in rural areas for analyzing the state and changes of health services need and demand in poverty-stricken areas. Totally 3398 rural residents were investigated in 17 poverty-stricken counties of Guangxi with a specific questionnaire on rural residents’ basic information, health status, health services need, demand and utilization. A survey of local health policies and health condition by interviewing the village cadres and doctors. Establishing the database of the rural residents’ health information with Epidata 3.0 and analyzing the specific data with SPSS 21.0.Results:The health services need of rural residents in poverty-stricken counties of Guangxi is huge, but the rate of health services utilization is pretty low. The basic medical insurance is very close to universal-coverage, but the reimbursement rate is really low, which doesn’t contribute to relieve the heavy disease financial burden of rural residents. The rural areas in poverty-stricken counties is short of health resources and government health investment and health services is still in a low level. The income and personnel quality of medical staff in primary medical institutions is quite low, which results in their lower initiative.Conclusion:Government health investment and health services utilization should be increased in poverty-stricken rural areas and health resources should be put into rational allocation; integration of public health services and basic medical services should be enhanced by the health sectors and a primary health services institution system that combined public disease prevention and treatment should be established; the income of primary medical staff should be increased to improve their motivation and they all should receive the medical continuing education; the primary medical services system should be improved; the reimbursement rate of basic medical insurance should be increased and the heavy disease financial burden of rural residents should be relieved in a multi-way.
