Human capital is a kind of special capital that could bring wages and other benefits for the capital owners. Investment in human capital investments generally includes health and education and other aspects. From the literature analysis we could find that studies on the impact of education factor in income of the poor grew rapidly and have got rich results. Among papers that choose poor as the study objective, the main perspective was always the impact of low-income on the health status and health services utilization. Health, as an important component of human capital, its impoverishing effect is obvious. However, its impact on income of the poor has not been adequately studied.According to the latest statistics of 2015, there are still 70 million people in China living below the poverty level and poverty population that caused by illness accounted for nearly 30 million. Healthy human capital impaired by disease has become the biggest stumbling block lying in the way out of poverty. How to clear this "stumbling block" and effectively implement "National Health Anti-Poverty Project" has become a policy focus in China now and in future.Based on above political and social background, the object of my paper is the impact mechanism of health capacity to the income of the poor. The topic was determined as the impact mechanism of health human capital on income of the population below poverty level. The poverty standard of China 2010 was adapted for the definition of poverty. China Health and Nutrition Survey Database (CHNS 2014) was chosen as the data source. This paper compared the impact of income in the poor and non-poor population by descriptive statistics, correlation analysis, regression analysis and robustness inspection, to reveal that health human capital of poverty population has more significant effect on their income. Health capital for the income of the poor population has more important significance, in addition to poverty alleviation; investment in education and social security, more public policy attention should be paid on the improvement of health status of the poverty population. Some feasible policies on how to improve personal investment ability of health human capital were put forward at the end of this paper.
