Since the State Council issued the Options in 2009 to start the pilot work of multi-point practice,and the Ministry of Health issued the Notice to officially launch the pilot work of multi-point practice.other countries and regions have issued a number of policies on multi-point practice to actively promote multi-point practice of doctors.Until the Measures issued by the national health and family planning commission in April 2017,it was clear that the regional registration system for doctors would be extended to the whole country,which marked the comprehensive opening of multi-point practice of doctors.Exploring multi-point medical practice and promoting the flow of medical resources has been a hot topic in the national medical and health reform.Moreover,the orderly multi-point practice of doctors can well solve the problem of unreasonable distribution of medical and health human resources.With the continuous release of relevant policies on multi-point practice,it also marks that the way for doctors to earn extra money from the "Doctors' part-time" "Health Review" to the "Doctors' multi-point practice" is gradually moving towards standardization and legality.The procedures and restrictions for registering multipoint practice are also becoming less and less.With the consent of the first practice institution,no more than three operating points must be actively cooperated with the original practice institution,and there is no restriction on the practice point and so on.At the same time,the development of Internet medical treatment also provides a lot of platforms for doctors' multi-point practice.However,at the same time,the risks faced by doctors in multi-sited license are gradually exposed.Firstly,the health risks faced by physicians' own energy problems.Secondly,the future problems faced by the invisible restrictions of the first practice points.Thirdly,due to the imperfection of the existing relevant laws and regulations,it is faced with legal risks such as " illegal medical practice" and " competition restriction" and directly bears the risks of medical tort liability and the ambiguity of the legal relationship between the two sides.The dispersion and avoidance of these risks have become the key to ensure the orderly development of doctors' multi-point practice.Therefore,based on the overview of the basic situation of multi-point practice,from the start with the risks faced by multi-point practitioners,by analyzing the typical cases,the paper classified and summarized the risks they may face as detailed as possible,and found out the causes of the formation of disputes in multi-point practice and the solutions to such problems.Then it analyzed the existing risk protection measures for multipoint practice doctors.Finally,the author proposed suggestions for improving risk sharing measures from the perspective of the government,medical institutions and insurance companies.The innovation point of this article:The first innovation: Research perspective innovation.In the past,the research on doctors' multi-point practice was mostly the analysis of current situation,the study of influencing factors and the doctor's cognition,willingness to practice multipoint practice,and the legal risk research.This article started with the risks faced by doctors in practicing more than one point,and subdivides them.Through the analysis of typical cases,it found the specific manifestations and solutions of such risks in practice,and then proposed comprehensive risk protection measures.The second innovation: Research method innovation.This paper analyzed the existence forms of specific risks in doctors' multi-point practice in the form of typical case analysis,and put forward relevant suggestions in a targeted manner.It also used comparative analysis method to analyze the existing medical practitioners' liability insurance clauses and find insufficient existed.The insufficient of this article:First,the short implementation time of multi-point practice,and there were many influencing factors,resulting in a small number of multi-practices doctors.In this paper,the risk research faced by multi-point practitioners only refers to the relevant literature and interviews some doctors,so the classification and analysis of risks may not be comprehensive.Second,because multi-practices face more legal risks,which are involved in the Chinese Medical Law,Labor Contract Law,Tort Liability Law and other legal acts,this article may be unprofessional or in-depth in the theory of law involved in it.
