Accurate poverty alleviation is the focus of the Chinese government's work.Although the effect is remarkable, still need to keep the remaining 16.6 million poor people out of poverty to ensure that all the rural poor population under China's current standard will be lifted out of poverty by 2020.In the fight against poverty,we should not only focus on those who are in poverty, but also those who are on the edge of poverty and may fall into poverty in the future. This is because in developing countries, poverty vulnerability population proportion in the total population is much higher than the proportion of total poverty, families above the poverty line, there are still many unable to resist all kinds of risk impact and in poverty,Therefore, solving the problem of poverty and fragility,so that the people can truly get rid of poverty, and the possibility of ending poverty is still an important hot issue for scholars. At present, many domestic and foreign scholars have studied the causes, development and governance of poverty problems in different countries, and also studied the impacts of poverty and poverty vulnerability from the perspective of different risk shocks. The effects of poverty and poverty vulnerability have been studied. From the perspective of the interaction between social capital and health risks, the research on the poverty vulnerability of rural households in poverty-stricken areas in China is relatively rare. And remote mountainous areas due to the geographical location of the remote, the causes of poverty is complex and diverse,is the backbone of poverty alleviation,Is the key strategy of poverty alleviation.Qinba mountains is one of our established 11 continuous special difficult areas, including henan, hubei, chongqing, sichuan, shanxi, gansu,a total of six provinces,is a collection of old revolutionary base areas, large reservoir area and frequent natural disaster prone areas as a whole, the difference is very big and poverty within complex and varied reasons,is a new round of poverty alleviation in China and the most difficult contiguous areas in the most provinces. Therefore, based on the perspective of social capital and health risk, this paper gives full consideration to various characteristics, applies the theory of poverty and social capital, and uses the structural equation model to conduct a comprehensive analysis of the poverty vulnerability of rural households from both qualitative and quantitative perspectives. The effects of social capital and health risk on poverty vulnerability were analyzed using hybrid Logit model and structural equation model.Combined with the theoretical and empirical analysis results, the following conclusions can be drawn:(1)44.9% of the 646 samples in this paper have a probability of falling into poverty in the future, which is more than 50%,that is,poor and vulnerable families. The probability of poverty and vulnerability of the overall households in the survey area was 44.9%.It can be seen that the current road to poverty alleviation in poor mountain areas is still extremely difficult. On the one hand,poverty-stricken mountain areas themselves have difficulties in poverty alleviation;on the other hand, families with high poverty vulnerability must always pay attention to their living conditions.Their living conditions prevent the possibility that the family can't afford it and fall into poverty again because of the risk shock.(2)Whether it is the result of a separate regression of social capital's vulnerability to poverty or the result of a structural equation model,it shows that social capital can significantly negatively affect poverty vulnerability. However, the social capital of the survey area is insufficient. The social network is mainly based on relatives and friends and village collectives. The social network of members in the same village collective is roughly the same size, and the top of the network is not high, resulting in a lack of social capital.(3)Health risks have a significant positive impact on poverty vulnerability. It is not difficult to understand that health risks are a decisive factor in increasing the vulnerability of poverty. It is a causal relationship. The number of patients, the number of laborers lost due to illness and the number of hospitalizations in this paper. These three indicators to measure health risks, because health risks include not only the costs of treating the disease, but also the income reduction due to illness.(4)The number of relatives and friends often connected in social capital can significantly negatively regulate the positive impact of health risks on the poverty vulnerability of farmers' families, indicating that social capital mainly negatively regulates health risks to poverty vulnerability in the form of frequent contact with relatives and friends. To influence, mitigate the negative impact of the health risks of farmers' families.
