Performance evaluation of public hospitals is the key to the sustainable development of public hospitals.At present,the performance evaluation system of public hospitals focuses on economic management.At the same time,the performance evaluation criteria are not scientific and uniform enough to meet the government's requirements for supervision and evaluation of public hospitals.For this reason,this study takes Shenzhen Pingshan People's Hospital as the research object.On the basis of analyzing the evaluation status of public hospitals at home and abroad,it puts forward the evaluation standard system for reference to the international quality award and the evaluation system for outstanding performance of Shenzhen Pingshan People's Hospital with "criteria for performance excellence"(GB/T 19580-2004)as the implementation reference standard.Based on the analysis of the background of this excellent performance evaluation system,the "leadership,strategy,customer,measurement,staff,operation and results" are identified as the design elements of the evaluation system,and the design ideas of the excellent performance evaluation system are further described.After completing the design of the outstanding performance evaluation system,the system was put into practice and tested in Shenzhen Pingshan People's Hospital.Through the analysis of the practical results,the deficiencies were found out,and the outstanding performance evaluation system was further adjusted and optimized,so as to put forward countermeasures and suggestions to improve the outstanding performance evaluation system.In order to promote scientific,comprehensive and objective evaluation of public hospital performance by hospitals and their management departments.This study proposes that the design of hospital performance evaluation index system should be consistent with the public welfare nature of the hospital.The establishment of hospital performance evaluation system should be adapted to the socialist market economic system and to the Guidelines for Hospital Management Evaluation.The establishment of hospital performance evaluation index system should be conducive to the deepening of health reform and the development of health care,to the growing diversified and multi-level health needs of the people,and to the mobilization of the enthusiasm,initiative and creativity of hospitals and medical personnel.
