The leader of clinical discipline is the core strength of discipline construction and an important support for the long-term development of hospitals.In recent years,with the transformation of medical models and the advancement of medical technology,the development of clinical disciplines has entered a new era.Disciplinary construction has become one of the important tasks to promote the overall construction of hospitals and achieve leap-forward development.Excellent disciplines are the most fundamental foundation for the long-term development of a hospital.High-quality clinical academic leaders are an important guarantee for the development of excellent disciplines.As the organizer and manager of the clinical discipline construction,the clinical academic leader is an important force of the hospital talent team and represents the highest level of the physician team.Therefore,the establishment of a scientific,standardized and comprehensive index system for evaluating clinical academic leaders is of great practical significance for selecting outstanding talents,promoting the development of discipline construction and forming a long-term competitive advantage of hospitals.The purpose of this study is to establish a comprehensive and scientific evaluation index system for tertiary hospitals accessing the clinical academic leaders by starting from the functional orientation of the tertiary hospitals and the discipline construction and the requirements of the clinical academic leaders.By summarizing the research status and policy requirements related to clinical subject leaders,and analyzing the key factors affecting the evaluation of clinical subject leaders,we aim to provide a system of objective criteria for selecting talents.We reviewed previous literature on clinical academic leaders,and got a comprehensive insight into the status and characteristics of the clinical academic leaders of the tertiary general hospitals.Based on these,we desiged a questionnarire by combining the relevant methods with the expert interview system.It has been verified that the Kronbach coefficient of the questionnaire is above 0.7,with good reliability and validity.The Delphi method and the analytic hierarchy process are used to optimize the evaluationindicators and determine the weight of the indicators.The results show that the experts are highly motivated and have good authority and consistency of opinion.After three rounds of consultation,the opinions of experts tend to be consistent.Finally,the evaluation index system of clinical academic leaders of tertiary general hospitals is established,.It consists of 45 third-level indicators,16 secondary indicators,and five primary indicators,including personal quality,clinical business ability,teaching level,scientific research level and disciplinary construction contribution.After that,the analytic hierarchy process is used to calculate the weight and consistency of the formed indicators.The results show that the CR value is less than 0.1.The consistency is acceptable,and then the weight values of each evaluation index are finally determined.Based on the new medical reform,our study establishs an evaluation index systemm applying for tertiary hospitals assessing clinical academic leaders.It responds to the functional orientation of the tertiary general hospital and the quality requirements of the clinical subject leaders.It innovates the accessment of clinical academic leaders,provides specific reference indicators for the appointment and assessment of clinical academic leaders,and strengthened the standardization of the evaluation of clinical academic leaders.This new index system makes human resource management evidence-based and strengthens the core competitiveness of the hospitals.
