Research objective:The purpose of this study is to study the health factors and incentive factors affecting the development of human resources in the blood collection mechanism by using the two-factor theory.On this basis,combined with the actual situation of our country and foreign experience,this paper probes into the countermeasures of human resources Health development in Chongqing two blood collection institutions.Research methods:1.Literature study method: collecting blood services human resources both at home and abroad related research literature,law,government work reports and policy documents,etc.,on the basis of widely browse,summary of blood services at home and abroad and the development history and present situation of human resources,summarized about blood services at home and abroad research achievements in the development of human resources.2.Expert consulting method: consulting experts in the field of blood collection and supply and human resource management,verifying the rationality and scientificity ofthe design of questionnaire and interview outline,inquiring about relevant policies and measures of human resource of blood collection and supply,summarizing the collected Suggestions and improving the questionnaire and interview outline.3.Expert consultation method: Experts in the field of blood collection were selected to make recommendations on the rationality of the questionnaire and the outline of the interview,and to reference and demonstrate the strategies and recommendations in the later period.4.Questionnaire method: Conducted on-the-spot investigations on seven blood collection agencies in Chongqing to understand the status of human resource allocation,personnel training and personnel management systems in Chongqing's blood collection agencies.5.In-depth interview: Semi-structured in-depth interviews were conducted with the blood center and six central blood stations to understand potential information that could not be reflected in the data.Results:Personnel formation: 355 formal employees for 51.30%;informal employees are 337 for 48.70%,Some blood stations are seriously lacking in authorized strength;485 health workers for 70.09%,207non-health workers for 29.91%,The proportion of health technicians in the blood center and the central blood station has not reached the requirements of Quality Management Standards for Blood Stations: "More than 75% of the total number of employees in health workers".Structure of educational background: Mainly with junior college degree or below,accounting for 50.58%,Secondly bachelor degree,accounting for 43.79%.Overall education level is not high.Structure of major: Mainly in nursing major,accounting for 56.49%,medical professional is less.Structure of professional titles: Primary titles accounted for the majority(63.71%),a total of 391 people,basic standard with less than 30% of intermediate titles.Professional titles construction is unreasonable.Financial aid: There are 5 institutions with full funding,and 2 differential funding agencies.The blood compensation funds of 7 blood collection and supply institutions in Chongqing accounted for more than 35% of the total income.But the newly revised Blood Donation Regulations have clarified that the blood compensation will be fully abolished from June 1,2018.Personnel expenses: Few blood collection agencies provide financial subsidies that account for a low proportion of personnel,and has invested less in personnel training and has insufficient attention.Conclusions:1.Lacking hygiene factors: The government has insufficient financial input to the blood supply and supply institutions;The relevant policies and regulations on blood supply and supply are obscured,and cannot meet the requirements of the current high-speed growth of clinical blood for blood collection and supply institutions;The concept of human resource management is backward and there is no systematic human resource planning.2.Limited motivational factors: Insufficient development of human resources training in blood collection and supplyinstitutions,lacking of scientific assessment of training effects;The personnel of the blood supply and blood supply institutions have limited personal development,and it is difficult to promote their titles;The talents in the blood supply and supply industry are insufficient,and the personnel business is relatively single.Suggestions:1.Hygiene measures to improve the human resources of the two-level blood collection and supply institutions in Chongqing:Relevant departments should increase financial input to guarantee personnel funding;Improving and updating the relevant laws and regulations on blood supply and supply;Improving personnel management system.2.Motivational measures to strengthen the human resources of the two-level blood collection and supply institutions in Chongqing: Strengthening the construction of the health talent team in the blood collection and supply institutions;Improving the assessment and evaluation system;Creating a good environment.
