BackgroundThe coordinated development of Chinese and Western medicine and mutual supplementation is an important feature and a significant advantage of China’s medical and health undertakings over a long period of time.In 2010,the Shanghai Municipal Government formulated and announced the Opinions on Further Accelerating the Development of Shanghai’s Traditional Chinese Medicine,formulated and adopted specific measures in various aspects to vigorously develop the Chinese medicine industry in Shanghai.The analysis and evaluation of the status quo and progress of the development of TCM medical services are helpful to understand the contribution of TCM services to the entire health system and give full play to the advantages of TCM services “simple,convenient,inexpensive,and inspected”,and thus better Improve people’s health.ObjectivesEvaluate the measures taken by Shanghai’s development of Chinese medicine services between 2010 and 2016 and the effects achieved,and clarify the achievements and shortcomings of Shanghai’s development of Chinese medicine in recent years,so as to provide further progress for the development of Chinese medicine in the future.ContentThe research content mainly includes three aspects: 1.Through the statistical yearbook data to understand the development of medical services of Chinese medicine in Shanghai in recent years;2.To use focus groups discussion and depth interviews to understand the experience of Medical Staff and Residents in TCM hospitals on the development of TCM;3.To understand the implementation of relevant policies for medical services in Chinese medicine in Shanghai through policy review and literature research.Main resultsIn recent years,the service of traditional Chinese medicine in Shanghai has been steadily developed,and the ability of health human resources and service provision has been improved well,and it has kept the lead in the four municipalities directly under the central government.Chinese medicine service providers and users are optimistic about the development of traditional Chinese medicine,but still think there are some obstacles.The implementation of the policy of TCM medical service in Shanghai is good,and it has a good promoting effect on the development of TCMConclusionsAt present,Shanghai lacks a regular assessment mechanism for the development of traditional Chinese medicine services.It is still weak in the quality management of traditional Chinese medicines.There is still a certain distance from the policy development requirements for the cultivation of talents for Chinese medicine.SuggestionsEstablish an evaluation system for Chinese medicine and medical services,improve the submission and monitoring system,strengthen the management of important quality,ensure the quality and safety of Chinese medicine services;diversify the training model for Chinese medicine practitioners and strengthen the construction of TCM clinical bases.
