Research On The Implementation Of Medical Counterpart Support Policy Of Yunnan Province Traditional Chinese Medicine Hospital Based On Stakeholder Theory

The growing population,the demand for different levels of medical and health services,the lack of high-quality medical resources across the country,the uneven distribution of medical and health resources,and the unreasonable structure are the outstanding problems facing the development of China’s medical and health undertakings.Especially in the distribution of medical resources in China,there is a contradiction between the uneven development of regions,urban and rural areas,hospitals and disciplines.In order to effectively alleviate the problem of imbalanced and insufficient development of urban and rural medical and health resources,the state creatively proposed a medical counterpart support policy to solve this problem from the perspective of resource allocation and medical and health development.The medical counterpart support policy is an important measure taken by the state to effectively promote health poverty alleviation.This year is the final year for the comprehensive realization of poverty alleviation.How effective the implementation of the medical counterpart support policy will be directly related to the successful realization of the health poverty alleviation goal.Winning a healthy battle against poverty.As an important position for tackling poverty alleviation,Yunnan has for many years been well practiced and practiced by its medical counterpart support policy.Through the effective implementation of the medical counterpart support policy,sink and share high-quality medical resources,improve the medical service level and service quality of the aided hospitals,and have achieved significant results in enhancing the accessibility and sense of access to quality medical and health services at the grassroots level.However,there are also many problems in the process of policy implementation,such as insufficient department linkage,unrealistic policy objectives,inadequate policy guarantees,and a weak policy identity among the target groups.Aiming at these existing problems,this article discusses the countermeasures and suggestions,which is the significance and purpose of this study.This study takes the implementation of the medical counterpart support policy of Yunnan Traditional Chinese Medicine Hospital as the target,takes Smith’s policy execution process model as the theoretical basis,and uses the stakeholder theory to investigate,taking 6 aided hospitals as the case,and adopts the four dimensions of policy implementation—-The policy itself,policy implementation agencies,policy targets(target groups),and policy environment analyze the deficiencies and formation mechanisms in the implementation of medical counterpart support policies,and explore ways to improve policy implementation,with a view to making Yunnan Province more effective in combating poverty Promotion.
