Research On The Problems And Supervision Countermeasures Of Basic Medical Insurance For Urban Employees In Shuozhou

The basic medical insurance for urban employees is an important part of our social security system,and its coverage and the level of protection are also increasing.With the in-depth development of medical insurance reform,the task of medical insurance supervision is increasingly arduous.It is very necessary to establish a scientific,reasonable and perfect supervision system for the current situation of medical insurance supervision for urban employees in China.Shuozhou is a resource-based city in the north of Shanxi Province,which is representative of the national resource-based city.Since 2014,Shanxi Province's economic development level has been in the country's reciprocal position.Shuozhou,a prefecture-level city built in 1989,has a relatively weak economic base.Besides,the level of social security has been restricted to a certain extent by the influence of the national resource development restriction policy in recent years,and the supervision system and policy of basic medical insurance for urban employees are not perfect,which makes the supervision work face enormous challenges.The purpose of this study is to analyze the supervision system and operation status of the basic medical insurance for urban employees in Shuozhou,to reveal the outstanding problems in the supervision,and to analyze the causes of the problems.Moreover,this paper puts forward corresponding countermeasures and suggestions to perfect the supervision system of basic medical insurance for urban employees in Shuozhou and promote the fair enjoyment of medical insurance treatment for urban employees.Regarding this goal,this paper is divided into five parts.First of all,this paper introduces the background significance of this research,summarizes the related research results of urban employees' basic medical insurance,and lists the key points and methods needed in this paper.Secondly,according to the unique urban characteristics of Shuozhou,this paper analyzes and sums up the outstanding problems of basic ledical insurance for urban employees in Shuozhou,such as fragmentation of medical insurance supervision,moral hazard of medical insurance,weak supervision of medical insurance,and so on.Thirdly,based on the relevant theories of public management,this paper analyzes the causes of the supervision of basic medical insurance for urban employees in Shuozhou,including the unclear responsibility of the main body of supervision,the poor efficiency of supervision,the lack of precision of supervision policy,and so on.Fourthly,this paper draws lessons from the experience and enlightenment of medical insurance supervision system and continuous reform in German and British.Finally,this paper puts forward countermeasures and suggestions to improve the supervision of basic medical insurance for urban employees in Shuozhou from six aspects,which are the responsibilities of the regulatory body,the regulatory policy,the transfer and continuity of medical insurance,the regulatory power,the regulatory means and the innovative regulatory model.
