The Study On Fund Supervision Of Urban Employees’ Large-amount Supplementary Medical Insurance In Nanning

In recent years,the payment of urban employees’ large-amount supplementary medical insurance fund of Nanning City will face greater pressure.And improving the fund supervision of the urban employees’ large-amount supplementary medical insurance is a main effective means to alleviate the pressure of payment of the fund.At present,the fund supervision of employees’ large-amount supplementary medical insurance in Nanning has achieved certain results in system construction and actual performance,but there are also a series of problems that need to be improved further,which restrict the effectiveness of fund supervision of employees’ large-amount supplementary medical insurance.The first part of the paper analyzes the fund supervision’s background of urban employees’ large-amount supplementary medical insurance,and reviewing its development in Nanning.In addition,analyzing the fund supervision of urban employees’ large-amount supplementary medical insurance from aspects of supervision model、supervision subject and supervision method,which is based on the study of forefathers’ research.The second and third part define the concept and theory,and analyzing the fund supervision actuality of urban employees’ large-amount supplementary medical insurance in Nanning by interviewing and questionnaire method.Finding that the supervision model is inefficient,and in supervision subject respects,the regulator lacks of independence and the administrative supervision team’s construction is inadequate,the evaluation mechanism of the fund supervision work is unsound.Besides,in supervision method,the negotiation mechanism of medical insurance is also unsound.The questions above restrict the effectiveness of fund supervision of employees’ large-amount supplementary medical insurance.On the basis,the fourth part of paper analyzes cause of questions above.The last two parts analyze the domestic and foreign experience of fund supervision of employees’ large-amount supplementary medical insurance,finally it is proposed to improve the fund supervision of urban workers’ large-amount supplementary medical insurance from five aspects: reforming the fund supervision model of urban workers’ large-amount supplementary medical insurance,enhancing the independence of fund regulator,strengthening the construction of fund administrative supervision team,improving the performance evaluation mechanism of fund supervision and perfecting the negotiation mechanism of fund supervision.
