At present,the proportion of poor households due to illness and poverty is large,and major diseases and chronic diseases are the main causes of poverty and poverty.To this end,China has established a comprehensive multi-level medical security system,integrated basic medical insurance for urban and rural residents,improved the medical assistance system,and alleviated the economic burden of urban and rural residents due to diseases.Taking Nanning as an example,the article takes Pareto improvement theory and holistic governance theory as theoretical analysis tools to study the connection between basic medical insurance and medical assistance system for urban and rural residents.First of all,through the relevant policies to sort out the current status of the basic medical insurance and medical assistance system for urban and rural residents in Nanning,and then investigate the questionnaires and case interviews in Longan County,Shanglin County,Xixiangtang District and Xingning District in Nanning.From the coverage of the population,treatment compensation,payment scope,management department and settlement system to analyze the status quo of the two systems.There are still many problems,which are manifested in the following:the system coverage is not uniform,the compensation compensation items are inconsistent,the disease regulations are not connected,the payment scope is overlapped,the management department is not coordinated,and the settlement system information sharing is insufficient.The reason is that the object of assistance is identified and checked,the source of funds is single,the fragmentation of the system and the participation of social subjects are insufficient.Finally,the experience of connecting typical cities such as Chongqing,Guangzhou and Suzhou is taken as a reference for evaluation and summarization.From the aspects of perfecting system design,rationalizing management system and strengthening information construction,Improving suggestions on the connection between basic medical insurance and medical assistance for urban and rural residents in Nanning.
