Study On The Fairness Of Health Resources Allocation In Fuyang City

Objective: Through the analysis of the status of health resources allocation and utilization of health services in Fuyang City from 2007 to 2016,evaluate the fairness of health resources allocation,provide suggestions to optimize the allocation of health resources in Fuyang city.Methods: Through the method of descriptive analysis,statistics describe changes in health resource allocation in Fuyang city.Using the Gini coefficient,Lorenz curve,Theil index and Concentration Index to evaluate the fairness of the allocation of health resources(Practicing(Assistant)physician,registered nurse and number of beds in medical institutions)in Fuyang City.Result:(1)In 2007-2016,the number of practicing(assistant)physicians in Fuyang City increased from 3,415 to 13,181;The average annual growth rate is 16.19%;The number of registered nurses increased from 3085 to 14,975,with an average annual growth rate of 19.19%;The number of beds in medical institutions increased from6,979 to 35,582,with an average annual growth rate of 19.84%.(2)In 2007-2016,the number of practicing(assistant)physicians per 1,000 population in Fuyang City increased from 0.4655 to 1.6519;the number of registered nurses per 1,000 population increased from 0.4244 to 1.8771;the number of beds per 1,000 population increased from 0.9583 to 4.4550.(3)The number of G practitioners decreased from 0.44 to 0.20;the number of G registered nurses decreased from 0.62 to 0.28,and the number of G beds decreased from 0.42 to 0.23.The Gini coefficient of registered nurses was relatively high.(4)The number of doctors in the Tyre index dropped from 0.15 to 0.03,the number of registered nurses in the Tyre index dropped from 0.12 to 0.06,and the number of beds in the Tyre index dropped from 0.14 to 0.04.The contribution rate between the group of assistant(assistant)physicians and registered nurses in2007-2016 on the total Thiel index was always higher than the difference within the group.The contribution rate of the number of beds in medical institutions from 2007 to2008 on the total theier index is higher than the difference within the group.The contribution rate of the number of beds in the medical institutions in 2009-2016 to the total theier index is inversed.(5)In 2016,the concentration of practicing(Assistant Physician)in Yinzhou District was 4,6035,the concentration of registered nurses was5,7849,and the concentration of bed resources in medical institutions was 4,6207.The concentration of medical and health resources in other districts and counties is less than 1.3 and greater than zero.In 2007-2016,the difference in the concentration of practicing(Assistant Physician)in Yinzhou District dropped from 4,5694 to 2,6070.The difference in the concentration of registered nurses decreased from 4,7399 to3,7884.The difference in the concentration of bed resources in medical institutions decreased from 4.5310 to 2.6242.The difference in the concentration of medical and health resources in other districts and counties is always between-1 and 1,which is increasingly close to 0.Conclusions:(1)Although the total amount of health resources in Fuyang City is insufficient,it is growing steadily year by year.(2)The fairness of the allocation of health resources has improved significantly.(3)There is a clear difference between the urban and rural areas in the allocation of health human resources,and the allocation of bed resources in urban medical institutions is unfair.(4)It is necessary to continue to increase investment in the total amount of health resources in Fuyang City,and attach importance to the structural reform of the supply side of medical and health resources,with particular emphasis on the training and introduction of nursing staff.(5)Reduce the urban-rural differences in the allocation of health resources,and rationally plan the upgrading of urban health resources.
