Research On Equalization Measurement Of Chronic Patients' Welfare Induction Level Of Drugs And The Strategy For Its Improvement

1 Research purposeWelfare induction of behavioral individual is a complex conceptual system involving philosophy,psychology,sociology,economics and other disciplines.It is influenced by individual characteristics,economic conditions,social state and other factors.Therefore,there are some differences in the level of welfare induction brought by drug-related policies to the recipients,and the balance of the level of welfare induction of the recipients is an important reference for the country to formulate and implement effective drug-related policies and improve the level of medical and health services.Therefore,the index system of equalization of welfare induction level of drug is constructed among patients with chronic diseases in China from the four aspects of equalization of drug accessibility level of patients with chronic diseases,drug price level of patients with chronic diseases,drug fairness level of patients with chronic diseases and drug health level of patients with chronic diseases.The sample data from four provinces were analyzed empirically to understand the current situation of the equalization of welfare induction level of drug for chronic patients in China.Based on the empirical results,some suggestions were put forward to optimize the strategy,and eventually to promote the equalization of welfare induction level of drug for chronic patients in China,which is conducive to the realization of the strategic goal of "Healthy China 2030".2 Research methodsIn the part of literature review at domestic and abroad,Citespace Visual Knowledge Map is used to visualize and analyze the research hots pots and progress in related fields at domestic and abroad.Through Knowledge Maps,we can see intuitively the current situation and trend of the development of a discipline or knowledge field in the past 10-20 years at domestic and abroad in a certain period,which enables researchers in related fields to have a more comprehensive understanding and grasp of its research field,find problems and avoid duplication of research.In the part of equalization calculation of welfare induction level of drug among patients with chronic diseases,firstly weighted summation and scoring method is used to evaluate the level of equalization as a whole;secondly,bivariate Theil-T index is used to decompose it hierarchically and horizontally,and through hierarchical decomposition,we can examine the overall difference structure from different perspectives.Finally,we can get the difference and inter-group gap.The contribution rate of disparity to the total disparity can help us to have a better understanding of the current equalization of welfare induction level of drug among patients with chronic diseases in China.3 Research resultsThrough the analysis of the data obtained from the survey in four provinces(Gansu,Sichuan,Hebei and Zhejiang),it is found that the overall assessment of the welfare induction level of drug among patients with chronic diseases in China is relatively low;After the hierarchical decomposition and horizontal decomposition of the bivariate Theil-T index,it is found that there are still some differences between groups and within groups,but the overall level is relatively equal.The hierarchical decomposition of Theil index of regional dimension-first shows that the level of equalization of the three indicators is low,and the regional disparity is larger than the inter-regional disparity.The hierarchical decomposition of Theil index of urban-rural dimension-first shows that the level of satisfaction of the number of medical institutions that can be reached within 15 minutes,the situation that high-price drugs can not be payed and the level of satisfaction of secondary reimbursement of drug costs are lower.In addition to the two indicators of drug health effects,other indicators show that the gap between urban and rural areas is larger than the gap between urban and rural areas;The level decomposition results of the Theil index of non-dimensional priority show that the regional-urban gap is the main factor restricting th e unbalanced development of welfare induction level of drug among patients with chronic diseases in China,and the urban-rural gap and the regional gap had fallen to the second place.Regional gap is larger than urban-rural gap.4 Research conclusionsOn the whole,the government should focus on improving the equalization level of welfare induction of drug for patients with chronic diseases in China in the future,starting with the equalization level of welfare induction of drug patients with chronic diseases in urban and rural areas.The policy should be inclined to the disadvantaged provinces in the region,so as to promote the equalization level of welfare induction of drug patients with chronic diseases in China*The specific strategies and suggestions are as follows:First,the government can implement regional health planning to promote the equalization of medical and health institutions in the region;Secondly,the government can improve medical insurance payment system to promote the equalization of high-priced drugs in the Region-Urlban and rural areas;Third,the government can improve the production and supply guarantee mechanism of low-priced drugs to promote the equalization of low-priced drugs in urban and rural areas;Fourth,the government can to establish a public budget system for medical insurance to promote the equalization of the second reimbursement of drug-related expenses between regions and urban-rural areas.Fifth,the government can improve the legislative system of online pharmacies to promote the equitable and accessible equalization of drugs between regions and urban-rural areas.
