ObjectiveIn deep grasp the hospital public welfare requirements,under the premise of clear different hospitals should have public welfare nature,based on the current health China construction need,to explore the development of a set of suitable for public hospital and non-profit private hospital evaluation index system of public welfare and scientific measurement tools for public welfare hospital evaluation in China.MethodsIn this study,literature analysis method was used to collect literature related to public welfare evaluation of domestic and foreign hospitals through consulting and collecting the library database.The non-structured interview method was used to interview and consult the public welfare related issues of the hospital.The importance and feasibility of index system were investigated by expert consultation and structured interview.The analytic hierarchy process(ahp)was used to decompose each index according to its importance.Yaahp11.0 software was used to build the analysis model and calculate the weight coefficient of each factor.Finally,the weight coefficient system of the evaluation of public welfare of hospitals was obtained.Results1.This paper draws on the research experience of public welfare evaluation of hospitals at home and abroad,conducts a preliminary discussion on the indicators through panel discussion,and draws up the expert group members to further screen the indicators.2.The results of expert consultation,including enthusiasm,authority and coordination,all meets the inclusion requirements of the indicator system.A total of 35 experts in related fields were included in this study,among whom 37.1% had master's degree,34.3% had doctor's degree,28.6% had intermediate professional title and 31.4% had positive senior professional title.In the first round of expert consultation,the effective questionnaire recovery rate was 89.7%,and in the second round of expert consultation,the effective questionnaire recovery rate was 94%.The authority coefficient Cr of all the experts was greater than 0.8,indicating a higher degree of authority.The chi-square test results of the expert coordination coefficient were all less than 0.05,indicating that the expert consultation results were statistically significant.3.After two rounds of expert consultation,the hospital public welfare evaluation index system composed of 6 first-level indicators,21 second-level indicators and 54 third-level indicators was finally determined.The weight coefficient of each index is calculated by analytic hierarchy process.The calculated weight of the first-level indicators are,medical service equity 0.281,medical service efficiency 0.205,medical cost control 0.184,medical quality control 0.127,social responsibility commitment 0.122,and patient satisfaction 0.082.The combined weight of second-level index is between 0.0107 and 0.1553.The combined weight of the third-level index is between 0.0024 and 0.0867.Conclusions1.A set of public welfare evaluation index system suitable for public hospitals and non-profit private hospitals was constructed,including 6 first-level indicators,21 second-level indicators and 54 third-level indicators.2.The weight coefficient of the first-level index was calculated by the analytic hierarchy process(ahp),and the CR value,the normalized weight coefficient and the combined weight coefficient of the second-level and third-level indexes were obtained.The weight of the first-level index is 0.281,0.205,0.184,0.127,0.122 and 0.082,respectively.The combined weight of the second-level index is between 0.0107 and 0.1553,and that of the third-level index is between 0.0024 and 0.0867.3.Hospital organizations should promote the construction of medical association,strengthen medical quality control,improve patient satisfaction,strengthen public welfare programs in non-public hospitals and so on to enhance the level of public welfare development.
