Objective: Health emergency drills is an important measure to train the health emergency teams and its staffs.It is also an important method to test health emergency plan,implementating schemes and procedures,and thus improve the overall health emergency management capabilities.From the point of perspective of demand and satisfaction,this paper discusses the current status of health emergency drills,the existing problems remain,and exploring by combing the drill requirements and satisfaction evaluations,to provide some suggestions and countermeasures for the national-health emergency team of Guangxi Province to carry out an excellent,scientific and efficient health emergency drill.Methods: This study investigate two national-level health emergency teams that built in Guangxi Province by using a random sampling method,and apply the Pareto arrangement chart to analyze the shortcomings of previous exercises;Analyzing the factors affecting the participation of the two team members in the emergency drill by the Debra map;And uses a conventional KANO model to classify and identify the demand items of the emergency drillsof the two teams.Then combined with the importance matrix and the Bette-Worse coefficient to correlate each requirement with satisfaction to find out the true attributes of each requirement item.Results:1.The detection reliability of the questionnaire designed by the Institute was 0,873,the KMO value of the test validity was 0.627,and the P value of the Bartlett spherical test was less than 0.001;2.The two teams in Guangxi Province have a total of 151 players,114 males(75.5% of the total)and 37 females(24.5% of the total).The average age of all respondents is 35.76(standard deviation is 6.037).The average working life is 11.30 years(standard deviation is 6.460).The highest level of the two teams is mainly graduate students or above.The professional title is called the intermediate level.In the past 3 years,the average number of participants in the survey has been participated.It was 4.81 times(standard deviation was 4.242);3.The team members of the two teams accounted for 70.2% of the overall satisfaction evaluation of the above-mentioned health emergency drills;4.The overall satisfaction is different from the team's title,the communication guarantee of the exercise,the release of the public information of the exercise,the improvement and modification of the plan after the exercise,and the difference is statistically significant(ie P<0.05);5.The key factors results in insufficient of past drills include: the shortage of equipment for drills,the exercise lacked proper logistical support,backward hardware facilities for drills,insufficient overall number of drills,the hardware facilities of the drill are backward,the overall times of the drill are insufficient and the form of the drill is single and the funding for the drill is insufficient;6.There are many factors influencing the participation of the two team members in the drill.The main top five of them are below: busy work,prevent by family,inadequate equipment and support for the exercise,and the single form of the exercise,also there is a big difference between the two teams in the influential factors;7.The conventional KANO model will classify the needs of emergency drills into four types: expectant demand,attractive demand,mandatory demand,and non-differential demand;8.Combine with the importance matrix and use the Bette-Worse coefficient analysis to obtain: select the drill type and drill content,scale,drill process arrangement,equipment and facilities,adequate logistics support,fund guarantee,the active attitude and preplan ability of the participating team members,emergency response techniques for participating team members.The emergency disposal techniques of the participating players belong to the expected attributes of the first quadrant,the sufficient logistic support and policy environment support belongs to attractive attributes of the second quadrant.The emphasis of the contractor belongs to indifference attributes of third quadrant,and specifies the number of drills,the length of time to control the drill,the date of the drill,the way to set the assessment,the degree of emphasis of superior leader,and the communication ability of the participating players belong to the fourth quadrant.Conclusions: 1.The questionnaire designed to be of good reliability and validity;2.Adjust and optimize the composition of all ages,the working ages of the team members,and the composition of the reserve team members,and strive to meet the relevant national regulations as soon as possible;3.In the face of problems such as the inadequacies of past drills,managers should distinguish between key factors,major factors and secondary factors;4.There are many ways to increase the enthusiasm of health emergency responders to participate in emergency drills;5.It is necessary to clarify the classification of demand attributes and identify the key factors that affecting satisfaction;6.In combination with the results of the importance matrix,the weak links of the team's exercise requirements should be clearly identified;7.It is necessary to correctly understand the difference in the training needs of the two teams and conduct different exercises in scientific dialectics.
