Under the background of the classification reform of public institutions,how to develop the personnel system of second-class public welfare institutions represented by public hospitals,has become the focus of attention.By innovating the establishment of public hospitals,establish a personnel system that meets the characteristics of the medical industries,the laws of medical development,and the growing demand for medical services,fully mobilize the enthusiasm of medical staff,strive to improve the quality and efficiency of medical services,is one of the key links in the reform of the medical and health personnel system.The central document clearly requires that the autonomy of the medical and health institutions should be implemented,and requires to explore the reform of establishment management,implement the establishment record system gradually,form a flexible employment mechanism.Jiangsu Province is the pilot province for national medical reform and the first batch of provinces implementing the establishment record system reform on public hospitals,has introduced a provincial policy document in 2015.It has been three years ever since.The implementation and existing problems of reform still need to be clarified.Existing research has lagged behind the development of practice.This paper attempts to study and analyze the establishment record system reform of public hospitals in Jiangsu Province,with a view to providing suggestions and policy references for the next reform practice.This paper adopts the literature research method,sorts out the evolution of the policy of the establishment record system reform of public hospitals in China,and the experience of reforming in some provincesfeatures and cities,summarizes the reform measures,promotion situation and main of the establishment record system reform of public hospitals in Jiangsu Province.The empirical research method was used to analyze the specific practices of the reform in the sample areas by means of interviews and questionnaires,and to investigate the satisfaction of the practitioners in the public hospitals on the reform.On this basis,analyze the problems and causes of the reform,and proposes reform countermeasures.After research,it is concluded that the establishment record system reform of public hospitals in Jiangsu Province actively explores and innovates,and achieves certain policy breakthroughs and stage effects,but there are still many problems that limit the reform process and role.The sample areas have actively tried and explored in the reform,and formed some practices with local characteristics.Effective experience has positive reference significance for improving provincial reform measures.Public hospital employees have a good overall satisfaction with the reform,but they are not so satisfied with some policy measures.The preparation management methods,salary income,pension treatment,and career development have a greater impact on satisfaction.Government departments should start from building the concept of modern human resource management,promote the development of the establishment record system reform,strengthen the top-level policy design,further improve the reform measures,improve the supporting policies,effectively implement the treatment of the establishment recorded medical staff,optimize the personnel management mechanisms to mobilize the enthusiasm of public hospitals and medical staff.
