Application Research On Evaluation Index System Of Comprehensive Reform Effect Of Public Hospitals In Jiangsu Province

Objective:Optimize the design of the comprehensive reform effect evaluation index system of public hospitals in Jiangsu Province,and use the optimized index system to evaluate the comprehensive reform effect of public hospitals in Jiangsu Province,and understand the implementation of relevant policies and the difficulties and problems encountered by the hospital in the reform,Put forward corresponding policy recommendations to promote the comprehensive reform of public hospitals in Jiangsu Province.Methods:The following methods are used to optimize the evaluation index system of the comprehensive reform effect of public hospitals in Jiangsu Province:①Using the literature reading method to consult the relevant literature on the comprehensive reform effect and evaluation of public hospitals at home and abroad,and grasp the key areas,basic links and value orientation of the comprehensive reform of public hospitals.②Using Analytic Hierarchy Process and Expert Consultation Method to determine the weight of the evaluation index system of the comprehensive reform effect of public medicine in Jiangsu Province.③Using questionnaire survey method,expert consultation method,field survey method,etc.to understand the problems in the reform index system of public hospitals.The questionnaire survey method was used in the application survey of the comprehensive reform effect evaluation index system of public hospitals in Jiangsu Province.Result:The current comprehensive reform effect evaluation index system of public hospitals in Jiangsu Province has problems that do not combine the characteristics of regional development and economic development,and the evaluation content and methods of talent issues need to be further optimized,some evaluation indicators are not flexible enough,the degree of indicator refinement is insufficient,and the evaluation angle is still Issues such as incompleteness,inconsistent standards and weights,and the need to further strengthen the assessment of the three-medicine linkage part.Through investigation and analysis of the optimized evaluation index system,it is found that the current reform of public hospitals in Jiangsu Province has achieved the following results:①Promoting the continuous improvement of public hospital management systems and working mechanisms,further improving the level of hospital informatization,and making hospital operations more standardized.②Promoted the continuous optimization of public hospitals’ operating mechanism,further demonstrated the public welfare,and the hospital’s income structure was further rationalized,initially curbed the trend of relying on medicines for medical care and controlled the unreasonable growth of medical expenses;③Promoted the medical service capacity and level of public hospitals Constantly improving,convenient service measures are closer to the needs of the masses;④Promoting a more pragmatic policy system that reflects personal professional values such as medical staff salaries,professional titles,and professions;⑤Patients experience getting better and better,and the burden of medical treatment for patients is decreasing year by year.Satisfaction has been steadily improved;⑥The hierarchical diagnosis and treatment system has been further implemented,the operation of the medical consortium has been further smoothed,and the high-quality medical resources have further subsided,alleviating the problem of weak capacity of primary medical institutions.However,there are still the following weaknesses:low level of informatization,echelon building of the talent team needs to be strengthened,the hierarchical diagnosis and treatment system needs to continue to be optimized,the investment mechanism is insufficient,the operation of public hospitals is difficult,the medical insurance payment method needs to be expanded,and the medical system construction still needs to be improved.Conclusion:Through research and analysis,it is found that the current comprehensive reform effect evaluation index system of public hospitals needs to be optimized.Therefore,the comprehensive reform effect evaluation index system of public hospitals is optimized and the optimized evaluation index system is used to analyze and find that the comprehensive reform of public hospitals has achieved better results.Effective,but there are still problems.Therefore,it is necessary to improve the comprehensive reform effect evaluation indicators and exploration results application mode of public hospitals,prepare to build an integrated medical basic information platform,increase the introduction and training of talents,further improve the hierarchical diagnosis and treatment system,optimize the allocation of medical resources,and improve the medical insurance payment method.
