With the deepening and acceleration of the country's new round of medical reform,the pace of medical reform has also been accelerated from the original theoretical practice into the implementation process.Since the central government put forward the "healthy China 2030" development strategy,new health care reform policies have emerged and been strictly implemented under the guidance and supervision of relevant departments,demonstrating the central government's determination to solve the problem of "difficult and expensive access to medical care".The introduction of a series of measures,such as allowing and encouraging social capital to invest in medical institutions,standardized training for resident doctors,zero price difference of drugs,sinking of medical expert resources,targeted medical poverty alleviation,vigorous development of community medical care,and hierarchical diagnosis and treatment,has made the resource of traditional Chinese medicine doctors in the medical industry from scarce to even scarcer.Therefore,in this environment,how medical institutions effectively allocate and use physician resources through recruitment,training,post adjustment and other internal and external means is an important topic in the current medical industry.In this paper,under the understanding of the process of a new round of national health care reform,through the allocation of human resources and using the related theory of knowledge and learning,understanding the connotation of human resource allocation and use,the administrative department of public health study TCM doctor of medical industry regulations in resource allocation and use by national level 3 first-class hospital N hospital as an example,through literature research,questionnaire survey,data collection method,interview method,summarizes the methods of induction,the current N hospital physician to analyse and evaluate the resource allocation and the usage and find N hospitals in medical resource allocation and the problems existing in the use of,The causes of these problems are analyzed from macro and micro perspectives.According to genetic analysis,combined with N hospital current running status of the theory with practice,using the dynamic analysis method,the advantages and disadvantages of clear N hospitals,from physician number configuration,the internal structure adjustment,strengthen the education training management suggest effective physician resource allocation and use scheme,thus optimizing the resources distribution of N hospital physician team and usage,ease the doctor N hospitals face the shortage of the absolute and relative to the problem of insufficient resources,eventually make N hospital physician resource configuration and the use of more scientific,rationalization,in order to achieve improve resource use efficiency of N hospital doctors.In the process of writing,this paper combined with the present "Internet+","Shared platform",etc.The development trend of new technology,constantly think and explore how to apply new technology under network era of medical institutions of medical resource allocation and use,to cope with the health care industry TCM doctor absolute shortage of resources and the condition of relatively poor liquidity,has a certain practical reference value.
