The Policy Implementation Analysis On The "Standard Of Hospital Central Sterile Supply Department" Of Haidian District

Central Sterile Supply Department(CSSD)is responsible for the cleaning and disinfection,sterilization and aseptic supply of all reusable medical instruments,appliances and materials of each department in hospital.It seems as the medical laboratory of the hospital.Although it not directly serves the patients,the service object is including each clinical department.It is in charge of the recovery,disinfection,sterilization,and distribution of all reusable medical instruments in hospital.The characteristic of the department is that it has amount of aseptic supplies,quick turnover and wide relevance.The work quality has inseparable relation with the occurrence of infection in the hospital and has close relationship with medical care quality.Based on the perspective of government management,taking 79 medical institutions in Haidian District as the example,this article uses the questionnaire method,and describes and analyzes the problem of three criterions of "Hospital Central Sterile Supply Department" during the implementation,and compares the advantages and disadvantages of the standard of three other provinces and cities,and provides the reference and advice for medical innovation and standard implementation of health administrative department.The results show that level two and above-level medical institutions have better situation of standards implementation,while level one and under-level have worse situation.The main research results are as follows:Level one and under-level medical institutions have a great gap between standards and rules,and it is difficult for them to implement in the future because of the software and hardware conditions,job requirements and other reasons.Therefore,the application range of three standards should be aimed at level two and above-level medical institutions for compel enforcement while level one medical institutions for reference.Level one and under-level medical institutions should be treated as the key point of public administration and health supervision.The standard training system is short of systematism.The three standards have regulated that it should build the on-the-job training system and continuing education system for CSSD staff.However,the people who took part in the municipal normalized and systematic training are most from level two and above-level medical institutions while the staff from level one and under-level are in low ratio.Therefore,the leading role of corresponding levels of health administrative department should be cleared in the on-the-job training for CSSD staff and unified the responsible department for personnel training.Supper CSSD conforms to the idea of modern medical resource integration and saving share,which can realize the regional medical resource sharing and then saving the resources.At the same time,it can improve the working efficiency and control hospital infection.Therefore,it is extremely urgent to build efficient and economic regional Supper CSSD.
