Our country has speeded up the establishment for the development of urbanization,the medical assurance has been covered for more and more urban staff.The current medical assurance system of the local town usually followed the guidance of local government.So there is a lot of short comings related to organize generally.One of the most critical ones is the medical care of different locations.The urbanization has been developed recently for those years,the flow of people become very normal.And the medical level of different regions are different,so all those reasons above increase the number of offsite medical care.The direct billing can solve the issue of the management,medical assurance of the offsite medicine.Our government has planned in the 13 th five years plan for medical assurance that,the system of medical assurance should be more comprehensive.And offsite medicine should be more convenient for direct billing.For the retired man's settlement of offside,the key point is to solve their issue of offside medicine.From the perspective of this study,first of all,the literature research method is applied to obtain a variety of data for summarization and in-depth analysis of relevant concepts and theoretical basis,which lays a solid theoretical foundation for future research.Secondly,using the field research method,to the health bureau of Shanxi Province and Shanxi Province health center long-distance medical field investigation,detailed interviews,with the staff understands from two aspects of authority and orgnaization of agency of the Shanxi Province town worker is basic medical treatment insurance a long-distance medical direct settlement of the status quo,provides the reality basis for later study.Then,the data analysis method is applied to analyze the data and data obtained from medical departments in different places of shanxi provincial medical insurance bureau and shanxi provincial medical insurance center,and the combination of qualitative and quantitative methods are used to discuss in detail from the aspects of inside and outside the province,person times and costs,insured places and places for medical treatment.Finally,on the basis of the above analysis,the paper concludes the problems and causes of the direct settlement of the basic medical insurance for urban employees in Shanxi Province.In terms of management mode,Shanxi Province chooses the direct settlement mode of long-distance medical network.On the basis of the direct settlement of long-distance medical treatment for urban workers' basic medical insurance in the overall planning area within the province,the direct settlement of long-distance medical treatment across provinces will be realized in 2017,and the direct settlement of long-distance medical treatment will be connected to the national direct settlement system of long-distance medical treatment.In 2018,Shanxi Province directly settled 984,000 person-times of inter-provincial and inter-provincial long-distance medical treatment,with a total cost of 6 billion yuan,including 114,000 person-times of long-distance medical treatment of urban basic medical insurance,with a cost of 2.4 billion yuan.In 2018,Shanxi Province and 30 provinces(regions and cities)outside the Tibet autonomous region will complete direct settlement of trans-provincial long-distance medical treatment.The year 2018 is a new era of medical security and direct settlement of medical treatment in different places,which starts a new journey.Though the integration of Medical service in Shanxi province has showed much effort,there are still some issues.For example,for the handling agencies,the number of professional staff are too small,but they need to work a lot of work.When establishing the medical system,there are always the problems like accommodation difficulties,which lead to the different levels of system.Besides that,there are also problems like fund shortage,and leverage the medical resources to different level of hospitals have some issues,which are also outstanding.By analyzing the medical assurance of Shanxi provide,with the aim of making the direct billing for offsite medicine more efficient.There are some improvement plan proposed in this thesis.One is required the integration of the whole medical system.Two is the technical modification for the medical system.Three is the medical resource leverage and three grade medical interaction.All the plans mentioned above will improve the current status of current pay off for offsite medical.
