Research On The Operational Efficiency Of Urban Workers’ Basic Medical Insurance Fund

Urban employee basic medical insurance(herein referred to as "urban occupational insurance")is a compulsory medical insurance that guarantees the basic medical service level of urban employees,its payment and benefits are higher than residents’ medical insurance.The operational efficiency of the Urban Vocational Insurance Fund is related to whether employees can obtain sustainable and fair medical insurance.Studying the operational efficiency of urban occupational insurance funds enriches the application fields of the SFA method in a theoretical sense,and has practical significance for improving the operational efficiency of urban occupational insurance funds in a practical sense.The innovation of this article is to focus on the research on the operation efficiency of urban occupational insurance funds,and verify the applicability of the SFA method in the calculation of urban occupational insurance efficiency.This thesis defines the concepts of urban occupational insurance and urban occupational insurance fund by defining related concepts and theories,and expounds efficiency theory and the principle of Stochastic Frontier Analysis method.This thesis analyzes the operation data of urban insurance funds in 31 provinces,municipalities,and autonomous regions in my country from 2002 to 2019,and summarizes the status in the operation of urban occupational insurance funds.This thesis uses the Stochastic Frontier Analysis method(SFA),based on the operation data of the urban occupational insurance fund in 31 provinces,municipalities,and autonomous regions in my country in 2019,and quantitatively measures the operation efficiency of urban occupational insurance funds in various regions of my country in 2019,and finds from the measurement results,the operating efficiency of urban occupational insurance funds in the southwestern region is generally low,while the operating efficiency in the northern region is generally higher than that in the southern region;Tibet has the lowest operating efficiency,followed by Guangdong,and Chongqing has the highest operating efficiency.Finally,based on the previous analysis,this article puts forward policy recommendations on the implementation of the floating rate system and adjustment of unit payment rates from the raising of the urban occupational insurance fund,and the establishment of an outpatient mutual aid system and the improvement of fund interest calculation rules from the fund management Policy recommendations,from the aspect of fund compensation payment,put forward policy recommendations on establishing commercial medical insurance compensation accounts and moderately increasing the medical insurance benefits of urban employees.
