Study On The Establishment Of Evaluation Index System For Grass-roots Health&Informatization Level In Beijing

Objective:The purpose of the study is to establish an evaluation index system,evaluation subject is the grass-roots health information administration department in Beijing,aiming to evaluate the of level grass-roots health&informatization at district level,calculate the weight of the indexes and test the reliability and validity.Contents:1.Research on evaluation theory,regional grass-roots health&iInformatization evaluation and the status of grass-roots health&informatization in Beijing,2.Put forward a framework for regional grass-roots health&informatization developing level,select indexes until a hierarchical evaluation index system is established,and determine the index weights.3.Construct an evaluation model,clarify the attributes,the reference value and the scoring rules of each three-level indexes.4.Discriminate the reliability and validity of the Index System by using regional grass-roots health&informatization data in 6 districts of Beijing.Methods:Literature review and website research is to formulate the preliminary discussion paper of evaluation index system in Beijing;combine in-depth expert interview to form a preliminary draft;use Delphi method to further screen or supplement indexes to establish a hierarchical evaluation index system;through Analytic Hierarchy Process to determine the indexes weight;based on the comprehensive index method,clarify indexes attributes,put forward comprehensive index value and evaluation score calculate formula;use mathematical statistics method to discriminate the reliability and validity of index system.Results:1.Defined the evaluation subject:the grass-roots health information administration department in Beijing;the evaluation object:the level of district level regional grass-roots health&informatization;set up the index system,which included 5 aspects:information security system,information resources and infrastructure,information system construction and application,information sharing and technology application,and information efficiency.2.Formulated the preliminary discussion paper of index system based on the principles of scientificity and comprehensiveness,comparability and orientation,real-time and dynamic,the combination of quantitative and qualitative;form preliminary paper of index system after in-depth expert interview;a three-tiered index system consisting of 5 one-level,14 two-level and 34 three-level indexes is constructed through two rounds of Delphi consultations;using the Analytic Hierarchy Process calculate the index weights,and 5 dimensions weights are 0.2668?0.1983?0.2976?0.1419?0.0954.3.The scoring rules and data standardization algorithms for each of the three-levels have been formulated.Based on the comprehensive index method,proposed the calculation formula for the comprehensive index value and evaluation score.4.The reliability and validity:The Cronbach of 5 dimensions are between 0.606 and 0.938.Content validity:Through in-depth expert interview and two rounds of Delphi method to ensure that the evaluation index system has a good content validity.Conclusions:1.A set of establish an evaluation index system of Regional Grass-roots Health&Informatization Level in Beijing with the grass-roots health information administration department as evaluation subject and the evaluation object is the level of district level regional grass-roots health&informatization,which is objective and reasonable,and the content is widely covered.2.The calculated weight is relatively accurate,the evaluation model is easy to operate.3.The index system is credible and effective through the discrimination of reliability and validity.Suggestions:1.Promote the construction through evaluation,attaching importance to the role of evaluation in the regional grass-roots health&informatization.2.Utilize information technology to report grass-roots health&informatization data and focus on developing priority areas.3.Pay attention to timely adjust the indexes according the actual develop situation,view and use the evaluation results dialectically and objectively.
