Research On The Problems And Countermeasures Of Logistics Service Outsourcing In Provincial Hospitals In H City

Hospitals act as the role of service providers in the lives of the people.Taking patients as the service objects is an important guarantee for people’s life and health,and plays a pivotal role in maintaining people’s life safety.Whether the hospital can do a good job in service will not only have a significant impact on the improvement of people’s living standards,but also affect the development of the hospital itself.After the 20 th CPC National Congress,the state has put forward new requirements for the reform of the medical system,improving the quality of service,advancing the level of management,enhancing the efficiency of management,realizing the modernization of hospitals,and enabling the public interests of the people to be advantageously protected.Among them,the modernization of logistics management is a crucial indicator to measure hospital modernization.Hospital logistics is service organization of the hospital,an important guarantee for the good operation of the hospital and its related systems,and an escort for the hospital to carry out medical,teaching and scientific research activities.To comply with the national policy,in order to boost the service quality of hospital logistics,improve the management level and save costs,most hospitals currently implement the form of logistics service outsourcing,that is,entrust the hospital logistics service business to the outsourcing company for management and operation.Hospital logistics outsourcing has become an inevitable trend in the development of hospitals.Hospital logistics outsourcing has really played a role in saving costs and improving service quality,but hospital logistics outsourcing has weakened or even lost hospital control over logistics,and there are corresponding risks in terms of safety,law,cultural differences,etc.How to strengthen and improve the level of hospital logistics management and reduce the outsourcing risk is an urgent problem to be solved in hospital logistics service outsourcing.In view of this,this paper takes the logistics service outsourcing of the provincial first-class public hospital(hereinafter referred to as the provincial hospital)in H city,Z Province as the research object,selects four representative provincial hospitals in H city,Z Province as the research object,combines the public product theory and the new public management theory,through literature research,questionnaire survey and field interview,and other forms,to analyze the current situation of logistics service outsourcing of provincial hospitals in H city,to investigate the existing problems,to analyze the causes,and to propose corresponding countermeasures and suggestions.The ideas and contents of the article are as follows:1.Consult relevant national documents on hospital logistics outsourcing policies,guidelines,books,papers and other relevant materials to understand the current situation of hospital logistics outsourcing in different regions of the country,and fully understand the policy,content and basic situation of hospital logistics outsourcing.2.Find out the logistics service outsourcing situation of provincial hospitals in H city,and select four representative hospitals as the research objects.Through questionnaire surveys and field interviews with employees of logistics departments,outsourcing companies,service personnel,patients,etc.,fully understand the problems in logistics outsourcing of hospitals in H city.Through the above investigation,it is found that there are the following problems in logistics outsourcing of provincial hospitals in H city: first,the hospital’s demand for logistics services is not clearly positioned,and the procurement documents are not well prepared;second,lack of professional training and professional competence;third,the service consciousness is weak and the service ability is low;fourth,the company’s control is weak,and the hospital assessment is not in place.According to the problems in logistics outsourcing of provincial hospitals in H city,the causes were investigated and analyzed.3.In view of the above existing problems,the article is combined with the theory of "new public management" and puts forward corresponding countermeasures and suggestions for the problems existing in the logistics outsourcing of hospitals in H city.First,determine the demand orientation and optimize the procurement process;second,stabilize the team members and strengthen professional ability training;third,reinforce service awareness and optimize service quality;fourth,strengthen control and supervision.Through the above research,we hope to provide reference for hospital logistics departments in H city and even the whole country,and supply reference to hospital logistics outsourcing;at the same time,this paper studies hospital logistics outsourcing with the help of the new public management theory,which can also furnish a new perspective and theoretical value for the scientific research of logistics outsourcing.
