resident’s demand for medical services is getting more and more higher.And factors such as medical safety,physical and mental comfort,and being respected have become higher demands of patients for the medical industry.The demand for medical services has gradually shown a trend of diversification and diversification.The pressure that society gives to medical and health undertakings is increasing in tangible and intangible form,and the construction of a matching medical service supply mode has become the most priority to relieve the pressure.Therefore,combined with the current situation,the multi-supply of medical services has attracted great attention from the state.Xi Jinping’s report at 19th CPC National Congress also put forward:Healthy China;The health of people is an important symbol of national prosperity.Medical service supply is an important part of public service supply,and public service supply is a core content of government governance.Effective public service supply is a manifestation of good governance of the government.What kind of medical service supply indirectly reflects the construction of service-oriented government.The new public service theory advocates that the public is the core of the government’s governance of society.From this point of view,the supply of medical services should not be single,and the multi-mode of supply with the active participation of social forces will have an important impact on the quality and efficiency of medical service supply.This model will make the main body of social governance in our country change to diversification and diversification,thus promoting the healthy and sustainable development of economy and society.As a result,the Chinese government has assumed the responsibility of supporting the establishment of the multi-supply mode of medical services,strengthening the government’s public service supply capacity,improving the quality and efficiency of the supply,and perfecting the public service system have become the top priorities for solving the contradiction between the medical industry and society.However,for a long time,due to the influence of concept,economy,policy and other factors,the government’s responsibility performance in the multi-supply mode of medical services has been absent or not in place,resulting in many patients’medical needs not being met.Establishing and perfecting the multi-supply mode of medical services can not only effectively improve the problems of " difficulty in seeing a doctor" and " high cost of seeing a doctor" for patients,but also meet their diversified and multi-level medical service needs.For the medical industry,it is the guarantee to improve the quality and efficiency of medical supply.For the government,it also reflects the importance it attaches to medical supply and its determination to explore a new road for building a service-oriented and responsible government.Therefore,this objectively requires people’s governments at all levels to adhere to the purpose of serving the people wholeheartedly,fulfill their responsibilities in policies,laws and regulations,finance and supervision from multiple aspects,handle the relationship with the market,mobilize social forces in an all-round way,improve the quality and efficiency of medical service supply,and enable the government to better provide medical services to the public so as to meet the new requirements of public diversification.For this reason,this paper takes the government as the research object and adopts literature analysis,comparative analysis and theoretical analysis to discuss the government’s responsibility performance in the multi-supply mode of medical services.In the first chapter,the background and significance of this thesis are discussed,and the related literatures of public service and medical service at home and abroad are summarized,as well as the important documents and resolutions issued by the central government.The second chapter defines the concepts of medical services,multi-supply of medical services,government responsibility and other related concepts,and elaborates the new public service theory,cooperative governance theory,responsible government theory and other related theoretical bases used in this paper.The third chapter introduces the four main modes of medical service supply at the present stage,and makes a detailed introduction and analysis of the current state of government responsibility performance in the multi-mode of medical service supply by using socio-economic statistics and some statistical indicators that can reflect the situation of medical service supply in China,such as the proportion of non-public hospitals in the country in recent years,the number of non-public hospitals in diagnosis and treatment,and the structure of state financial expenditure,which paves the way for the fifth chapter’s policy recommendations.The fourth chapter,combined with the relevant data in the third chapter,finds out the problems existing in the government’s responsibility fulfillment in the multi-supply mode of medical services and explores the causes of the problems.The fifth chapter puts forward reasonable suggestions to strengthen the government’s responsibility performance in the multi-supply mode of medical services in China from the aspects of establishing and perfecting the financial system,strengthening the government’s responsibility consciousness,strengthening the supervision responsibility,and perfecting the coordination and linkage mechanism,etc.To fully explore the positive role of the government in fulfilling its responsibilities in improving the quality and efficiency of multi-supply of medical services,and to enhance the rational understanding of the significance and difficulty of building a service-oriented government and a responsible government,and finally to provide enlightening reference for the research on the modernization of medical and health undertakings in China.The inno,vation of this article is mainly to combine the basic national conditions of building a well-off society in an all-round way in our country,select the front-line medical problems in our society,and take comparative analysis to analyze the current situation of medical resources allocation,the distribution of public and private medical institutions and the distribution of financial funds through relevant economic statistics,to explore the problems and reasons of the government’s responsibility fulfillment in the multi-supply mode of medical services at present,with a view to promoting the improvement of the government’s responsibility fulfillment,enhancing the government’s executive power and credibility,and building a service-oriented government and responsible government with Chinese characteristics. |
